Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, on Monday, July 21, asked employers not to fine employees for being late due to heavy rain in Moscow and its consequences.
"Common sense suggests that it's hardly the employee's fault. As a rule, people even go out in advance, knowing about such weather conditions," the deputy said in an interview with Lenta.Ru .
At the same time, the parliamentarian noted that in Russia, the list of disciplinary penalties includes a remark, a reprimand, and also the deprivation of a bonus, but only if the employer pays it. She added that as a last resort, we are talking about dismissal.
Bessarab clarified that in the Russian Federation, valid reasons for not showing up and being late for work are natural disasters, which are reflected in the relevant resolutions of the municipal authorities, RT reports.
"For example, this is a flood. If there is no such confirmation, then being late for work is not a valid reason. However, as a rule, the employer goes to meet the employee if the employee has warned that he is delayed, for example, because his bus for some reason cannot pass," she said.
According to the deputy, if the employer nevertheless decided to punish the employee for such a disciplinary offense, then the employee has the right to apply to the labor dispute commission and prove that he left the house on time, but was late for one reason or another.
"For example, he can attach a certificate of traffic or an extract from the DVR," concluded Bessarab.
