How domestic tourism is being developed in Russia. What you need to know
Russia will allocate 15 billion rubles for the development of tourism in the regions. Modular hotels, glamping sites and campgrounds will be built with this money, as the lack of accommodation hinders the growth of travel within the country. Creation of new hotels
• By order of the government, in 2025-2027, non—capital tourist facilities - modular hotels, glamping sites and campsites — will appear in 55 regions of Russia. They will be built not only in popular tourist destinations, but also in Siberia, the Urals, the Far East, the Arctic and the Far North. Special attention is paid to the construction of such facilities in new territories.
• The advantage of modular hotels is that they can be assembled from ready-made blocks in a week, while capital construction will take years. At the same time, the conditions of accommodation in such hotels are not inferior in comfort to a full-fledged hotel room with a bathroom, air conditioning and heating system. And since they do not require the construction of foundations, modular hotels can be located even in historical territories where capital construction may be prohibited. Thus, in a short time, the Cheryokhin Resort Hotel with 70 rooms was built in the Pskov region.
• Glamping and camping sites are created for outdoor recreation. Camping is a summer camp for car tourists, equipped with toilets, parking lots, places to set up tents and summer houses. Glamping is a more comfortable version of camping, where rooms can even include a kitchen, toilet and shower. Often, houses or tents in glamping are heated, which allows you to relax in them all year round.
• Glamping is most widespread in the Moscow Region (56 sites in 2024), Krasnodar Territory (41) and Tatarstan (22), but according to the Russian Tourism Union, the glamping market continues to grow. Their popularity is explained by the accelerated construction and therefore fast payback. At the same time, Russia is encouraging the capital construction of large hotels, and the creation of amusement parks, water parks and ski resorts.
Involving territories
• Rosreestr's "Land for Tourism" program is aimed at increasing the tourist flow within the country: It helps to develop unused lands for the construction of tourist facilities, from campgrounds and hotels to ski resorts. In 2024, 520 plots with an area of 13.6 thousand hectares were found suitable for the construction of glamping and hotels, as well as 453 objects that may be of interest to travelers.
• The largest areas for the development of the tourism industry were identified in the Siberian Federal District (199 territories with an area of 9.8 thousand hectares), as well as in the Northwestern (115 sites with an area of 2.6 thousand hectares) and Volga (317 sites with an area of 2.5 thousand hectares) federal districts. The Novosibirsk Region became the absolute leader among the regions, where 27 land plots with an area of 8.6 thousand hectares were found for the tourism industry.
• The territories identified under the "Land for Tourism" program will be used not only for the construction of hotels and glamping sites. In the Chelyabinsk region, land plots are planned to be used for the development of winter extreme sports and the creation of a children's military-patriotic camp, and in Kazan — for the development of yachting and ship storage.
Car tourism
• Russians increasingly prefer short trips around the country by their own car — it is expected that in the summer of 2025 the share of such travelers will reach 43%. The national project "Tourism and Hospitality" provides for measures to support automobile routes for travel within Russia. In particular, it is the repair of roads in the area of architectural, religious and historical buildings and natural complexes. In 2025, about 2 thousand km of regional and local highways will be renewed. It is expected that by 2030, the number of trips by motorists within Russia will grow to 140 million.
Modular hotels are also designed to support the development of car tourism. In particular, hotels should appear on tourist routes in the area of the federal highways M-4 "Don", M-8 "Kholmogory", M-11 "Neva" and M-12 "Vostok". Work is also underway to develop communications, information systems and digital services for tourists.
