The State Duma Committee on Budget and Taxes called on deputies to adopt in the first reading a bill to increase a number of existing duties for car owners and introduce new ones from September 2025. The document was published on the website of the State Duma on July 14.

Also, obtaining a vehicle passport (PTS) will rise in price to 1.2 thousand rubles. In addition, the state fee for the vehicle registration certificate (CTC) will also increase: on paper — from 500 to 1.5 thousand rubles, on plastic — from 1.5 thousand to 4.5 thousand rubles.
According to the bill, the state duty for issuing license plates for a car will increase from 2 to 3 thousand rubles. You will have to pay 2.25 thousand rubles instead of 1.5 thousand rubles for registration plates for trailers and motorcycles. The certificate of vehicle compliance with safety requirements will rise in price from 1.5 to 4.5 thousand rubles.
The state fee for permission to make changes to the design of the machine will increase from 1 to 3 thousand rubles. The document on admission to the transportation of dangerous goods will cost 2.25 thousand rubles instead of 1.5 thousand, and its extension — 1.5 thousand instead of 1 thousand.
On July 3, amendments to the Administrative Code of the Russian Federation were submitted to the State Duma for consideration, providing for the return of a 50% discount on fines for traffic violations.
