Putin joked about the imminent approach of winter amid the dank summer

Russian President Vladimir Putin joked that winter could come faster this year against the backdrop of a cold summer. He said this on July 2 at a meeting with members of the government.
"We were just talking about winter. It doesn't seem to be coming soon, but judging by the weather, it may come quickly. In any case, it's time to talk about the northern import right now," the head of state said.
Northern delivery is the delivery of food, medicines and fuel to remote villages and regions of Russia that remain cut off from the mainland for several months in winter.
At the meeting, Putin also asked the Ministry of Finance of the Russian Federation to monitor the financing of the northern import. In turn, the head of the Ministry of Regional Development, Alexei Chekunkov, reported to Putin that the implementation of the annual plan for the northern import was on schedule, and the level of implementation as of July 1 was 44%.
