They want to give large families 250 thousand rubles instead of a land plot, which the state should provide them for housing construction. Sergei Mironov, head of the Fair Russia For Truth faction, and Yana Lantratova, head of the State Duma Committee on Civil Society Development, made such a request to Prime Minister Mikhail Mishustin.

"In accordance with Article 39.5 of the Land Code of the Russian Federation, families with three or more children are granted the right to receive land plots for free. However, in practice, in many regions, especially with high population density, there are no vacant land plots that meet the established requirements, or land funds have not been formed to the required extent," the document says, which is available to Izvestia.

It notes that even with the formal availability of land, plots are often provided in remote or undeveloped territories devoid of the minimum necessary infrastructure, which makes them unsuitable for housing construction and comfortable family living. In this regard, the deputies propose to consolidate at the federal level the right of large families to an alternative choice between providing a land plot and paying monetary compensation.

"It is extremely important at the federal level to provide large families with an alternative choice between obtaining a land plot and monetary compensation, regardless of whether or not there is a free land fund in the region. We believe that this amount should be at least 250 thousand rubles. It should be indexed every year and not decreased by the decision of the regional authorities," Sergei Mironov explained to Izvestia.

"In some regions, such as the Kaliningrad Region, the Altai Territory and the Irkutsk Region, a solution has already been found — the possibility of replacing land with monetary compensation. These funds can be used to buy a home, pay off a mortgage, or connect communications. However, approaches to the amount of compensation vary greatly, which creates inequality between regions," explained Yana Lantratova.

Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market, said on June 28 that mortgage repayment payments for large families in Russia could double from 450,000 to 900,000 rubles. According to him, this measure may be one of the reasons for an increase in the birth rate in the country.
