The Ministry of Industry and Trade of the Russian Federation is exploring the possibility of obliging foreign automobile manufacturers to use Russian components when localizing cars in Russia. This was announced on July 1 by the head of the Ministry Anton Alikhanov at a meeting of the Federation Council Committee on Economic Policy.
"As for the commitment, including for our Chinese partners, who are now entering with localization projects, <...> we have an intention to make it mandatory to use a number of components manufactured in Russia," TASS quoted Alikhanov as saying.
Earlier this summer, Alikhanov said that the requirements for localization of cars in Russia may include the use of domestic body paint. According to him, now, in most cases, the Russian automotive industry uses foreign-made paint. It is planned that automakers will be able to gain more localization points by using polymer products in the production of cars.
Earlier, on May 23, Russian President Vladimir Putin signed a law on localization of taxi cars. The law comes into force on March 1, 2026, but in some regions the new requirements will take effect later. The Ministry of Industry and Trade reported that it will prepare information on cars localized in Russia that meet the criteria for use in taxis by the end of 2025.
On April 2, the head of AVTOVAZ, Maxim Sokolov, said that the average localization level of Lada cars in Russia exceeds 90%. According to him, the classic Lada Niva Legend three-door SUV is localized in the country by almost 100%.
