44% of motorists positively assessed the work of the Compulsory Civil Liability Insurance (CTP) system. As the Russian Union of Motor Insurers (RSA) reported on June 28, out of almost 40 million Russian drivers, only 2-3 million people do not have a CTP policy.

As experts from the insurance broker Mains have found out, Russian motorists most often have a CTP policy if they drive a personal car or a car belonging to a family member. At the same time, 52.9% of them say that they control the expiration date of insurance, 47.1% do not monitor it.

The majority of car owners — 60.6% — consider the current fine for the absence of a CTP policy (800 rubles for the first violation) to be fair. 29% of respondents are confident that it should be increased to at least 5,000 rubles, while another 10.4% say that driving without insurance should be disqualified for a year.

It is also known that from November 1 of this year, cars without a valid CTP policy will begin to be detected on video surveillance cameras and fines will be issued to owners. In the course of the survey, it turned out that only 14.5% of respondents know about the upcoming measure. At the same time, 43.5% of motorists reacted positively to this measure, believing that it would increase road safety. Only 14.7% disapproved of the measure. 41.8% said they didn't care.

Almost two thirds of respondents (62.8%) expect that after the start of video recording, the number of cars without a CTP policy will decrease: 34.8% think that the decrease will be significant, and 28% — that it will be insignificant. 22.9% assumed that there would be no changes, 7.4% — that the situation would only get worse, 6.9% found it difficult to answer.

In general, 43.7% of respondents positively assessed the work of the CTP system, 45.8% were neutral, and 10.5% responded negatively. Positive assessments of CTP in the capitals are almost the same — 44.1% in Moscow and 42.1% in St. Petersburg.

Nationwide, Ufa (62.1%), Tyumen (58.3%) and Krasnodar (52.9%) are among the top three in terms of positive ratings, with Perm (35.5%), Novosibirsk (31.8%) and Volgograd (31.6%) having the least attitude to the insurance system.

Those who negatively assessed CTP cited as disadvantages the high cost of policies (54%), the long wait for payment or repair (41.3%), frequent disputes over payments (27%), an underestimated repair estimate (23%), inconvenient policy design (22.2%), low limits on damage to health and property (20.6%), as well as distrust of insurance companies (16.7%) and limited loss coverage (13.5%).

To motivate car owners to purchase CTP, motorists suggested that insurers reduce the cost of policies (29.4%), introduce bonuses or cashback (27%), make insurance conditions more transparent (8.4%), simplify the submission of documents (4.2%) and make it possible to automatically renew the insurance contract (3.5%). More than a quarter (27.5%) of respondents stated that they do not need motivation, as they always register CTP on time.

On June 25, the RSA announced that everything was ready on the part of insurers to launch checks on the availability of CTP contracts using traffic cameras. According to the organization, now 7-10% of car owners in Russia still drive without a policy. The RSA noted that the most emergency drivers usually refuse to purchase CTP.
