July will bring several important changes to Russian legislation. Recipients of social assistance from the state will be able to open preferential accounts and deposits, and participants in administrative litigation will be able to provide and receive documents remotely. Accounts and deposits for beneficiaries
Starting from July 1, 2025, banks will have new products for privileged categories of citizens from among recipients of social support measures — a social account and a similar contribution. The changes are fixed in Federal Law No. 202-FZ dated 07/22/2024.
Such accounts and deposits will be opened at the request of citizens in accordance with the list approved by the government. Information about the appointment of benefits will be contained in a digital platform, and contracts will be executed in electronic format through Gosuslugi.
It will be possible to place no more than 50 thousand rubles on the deposit with monthly interest accrual at the maximum rate for 1 year — this is how long the contract will be valid. If, at the time of its completion, the citizen is still a recipient of the social security payment, he will be able to extend the contribution for another year.
According to the social account, only ruble transactions will be allowed. At the same time, banks will not be able to charge a commission for its opening, maintenance and replenishment, as well as for issuing and using the Mir card, as well as transfers of less than 20 thousand rubles. Also, the deposit holder can replenish the deposit to its maximum size free of charge and without loss of interest rate at any time, partially withdraw or transfer money, as well as terminate the contract on his own initiative.
It is impossible to refuse suitable clients to conclude contracts, however, a person will not be able to open a second social account if he already has one valid one. The same applies to deposits. However, the beneficiary may have one such banking instrument at a time.
Initially, the function to open new social accounts and deposits will work only in 13 systemically important banks, and it will become available to other credit institutions only from January 1, 2027.
Obligations of digital ruble platform operators
Part of the provisions of Federal Law No. 105-FZ dated 05/23/2025 "On Amendments to Certain Legislative Acts of the Russian Federation" comes into force on July 1, 2025. The document, in particular, defines the specifics of the organization of the digital ruble platform by the operator, as well as activities aimed at countering the laundering of proceeds from crime, the financing of terrorism, extremism and the proliferation of weapons of mass destruction.
When hiring and servicing users, the platform operator will have to assess how suspicious transactions were performed by a person or organization (with the exception of credit institutions), and classify them into one of three risk groups: low, medium or high.
In addition, if the amount of funds credited and debited is equal to or exceeds 1 million rubles or an equivalent amount in a foreign currency, it will be subject to mandatory control.
Special data processing of special services employees
Starting from the beginning of the month, the personal data of intelligence officers in Russia will be processed in a special manner according to the law of February 28, 2025, No. 23-FZ. To do this, a special registry will be created, and information system operators will be required to inform the relevant authorities when identifying information about the departmental affiliation of such an employee.
The new order will affect citizens involved in such structures as the FSB, SVR, Interior Ministry, FSO, as well as judges subject to state protection, victims, witnesses and other participants in criminal proceedings.
Departments will be able to send a request for access to personal data information systems in order to clarify, extract, depersonalize, block or delete information. They can also request the restoration of previously deleted information.
Investment procedure
Since July 1, 2025, the adjusted terms of the agreements on the protection and promotion of investments will begin to apply. In particular, there will be a ban on dispute resolution between the parties to the agreement on the protection and promotion of investments in the framework of arbitration.
We are also talking about subsidies provided for in Articles 78, 78.1, 78.3 and 78.4 of the Tax Code of the Russian Federation, and budget investments provided for in Article 80 of the Tax Code of the Russian Federation provided to Russian legal entities in whose authorized (pooled) capital the share of participation of foreign legal entities whose place of registration is an offshore state or territory, collectively exceeds 25%.
The federal law also introduces the terms "main object of an investment project" and "measures of direct state support", as well as clarifies the criteria for classifying investment projects as new investment projects. It also establishes a list of mandatory conditions for inclusion in agreements on the protection and promotion of investments, as well as grounds for refusing to enter into an agreement with the applicant, amending the agreement and terminating it.
The fight against fake sole proprietors
On July 5, Law No. 172-FZ of June 24, 2025, comes into force, providing for criminal penalties for illegal registration as individual entrepreneurs. Now, this offense can face both administrative (fines from 100,000 to 300,000 rubles) and criminal liability (forced labor for up to three years or imprisonment for the same period).
Punishment can be avoided if the person committed such an offense for the first time and assisted in the investigation.
Electronic document management in administrative matters
Electronic document management will start operating in cases of administrative offenses on July 1. The relevant federal laws (dated April 7, 2025, No. 59-FZ "On Amendments to the Code of Administrative Offences of the Russian Federation" and April 7, 2025, No. 60-FZ "On Amendments to the Federal Law "On the Enactment of the Code of Administrative Offences of the Russian Federation") were signed by President Vladimir Putin.
Now the participants in the process will be able to submit applications, petitions, complaints and other documents in electronic form through Gosuslugi and other information system, which will be determined by the Supreme Court of the Russian Federation or the Judicial Department at the Supreme Court of the Russian Federation. It is also supposed to be possible to send papers using an electronic document management system integrated with the interdepartmental interaction system.
Citizens will be able to receive documents using the same methods. To use Gosuslug, registration on the service and consent to receive documents through it are required.
The procedure for receiving and sending documents in electronic form will be determined by the Cabinet of Ministers, regional executive authorities, the Bank of Russia, the Supreme Court of the Russian Federation and the Judicial Department at the Supreme Court of the Russian Federation.
In addition, it will be possible to summon participants in the case to court sessions and notify them of the progress of the proceedings using modern means of communication: via SMS, by e-mail. Citizens will be able to participate in the case remotely by connecting to a web conference.
Tougher penalties for inciting hatred
Starting from July 5, Russia will begin to punish more severely for repeated public incitement of hatred or hostility based on race or nationality. This is provided for by Law No. 173-FZ of June 24, 2025.
The law also defines the punishment for public actions aimed at inciting hatred, hostility or humiliation based on gender, nationality, race or religion, if they were associated with the justification or propaganda of violence or the threat of its use. In this case, the accused will face a fine of up to 500 thousand rubles or up to five years in prison.
Punishment for helping scammers
Starting on July 5, criminal charges will be brought against droppers, people who help scammers hide and cash out stolen funds. The document supplementing Article 187 of the Criminal Code of the Russian Federation was signed in June of this year.
Those who sold their bank card to intruders will face fines from 100,000 to 300,000 rubles, compulsory labor for up to 480 hours, correctional labor for up to two years or imprisonment for the same period. They can also be punished with forced labor for up to three years or imprisonment for a similar period.
If the person was not a customer of the bank, but issued a card in order to transfer it to the attackers, the fine increases to 1 million rubles. Another such offense can result in six years in prison with a fine of up to 500 thousand rubles.
Illegal transactions with a bank card committed by third parties will be punishable by forced labor for up to five years with a fine of 300 thousand to 1 million rubles or imprisonment for up to six years with monetary penalties.
Other
Starting from July 1, new utility tariffs will begin to operate in Russia in accordance with government Decree No. 3287-r dated 11/15/2024. The national average indexation rate will be 11.9%.
Also, starting from the beginning of the month, fines will be levied in Russia for failure to submit or late submission of a greenhouse gas emissions report, as well as for deliberately providing false information in it. The fines were established by Law No. 218-FZ of June 13, 2023. The amount of service for officials will range from 10 thousand to 50 thousand rubles, for sole proprietors — from 50 thousand to 150 thousand rubles, and legal entities will have to pay from 150 thousand to 500 thousand rubles.
In July, the rules for the disposal of medical waste will also change — they will be taken into account and eliminated in accordance with the assigned class. The safest option, "A", is equated to municipal solid waste; waste types "B", "C" and partially "D" are subject to mandatory disinfection before disposal.
The amount of payments under the European protocol will double in case of disagreement — from 100 thousand to 200 thousand rubles.
Also, from this date, as part of countering the financing of terrorism, it will be possible to freeze the funds and property of persons involved in sabotage activities. Vladimir Putin signed the document, which amends Article 74 of 115-FZ, at the end of June.
Starting from July 21, participants in the program for the resettlement of compatriots in the Russian Federation and their family members will be able to obtain an ordinary private visa for up to one year, followed by its extension. In addition, work visas for up to three months with a subsequent extension of their validity for up to 90 days will be available to foreign workers involved in installation, service and warranty services, as well as post-warranty repairs of equipment supplied to the Russian Federation.
