The authorities want to abandon the experiment on checking CTP for drivers using traffic cameras. It was originally planned to be launched for a year, starting in March 2025. It was assumed that during the test period, car owners without a mandatory insurance policy would not be fined, but they would start sending them warnings on Public Services. This was supposed to help debug the system and avoid errors.
Then the experiment was postponed until July, and now it is being proposed to cancel it altogether. With such an initiative, the Ministry of Finance appealed to the government. Izvestia has the letter at its disposal, and its authenticity was confirmed by a source familiar with the discussion. Instead, drivers without CTP are offered to be fined immediately. The Ministry of Finance referred to the fact that Russian President Vladimir Putin instructed to accelerate the introduction of automatic control of policies. The government, the Central Bank and the Interior Ministry should take measures by November 1 this year.
The letter from the Ministry of Finance clarifies: the result of fulfilling this order will be the launch of an automatic CTP check. And also — the issuance of resolutions on administrative violations, that is, fines.
The Central Bank supports the launch of monitoring of CTP policies using cameras, the press service of the Bank of Russia told Izvestia. They added: This will increase the safety of all motorists on the roads.
Of the nearly 40 million drivers without CTP, about 2-3 million drive, said Sergey Khudyakov, co-owner of insurance broker Mains. According to him, for example, in Moscow or Tatarstan, almost all car owners have insurance, but in some regions, almost every second person drives without a mandatory car license.
