The Decree of the President of Russia "On the Strategy of Scientific and Technological Development of the Russian Federation" is a document of a global, general civilizational nature, which formulates the most important global challenges facing humanity. This was announced on June 20 by Mikhail Kovalchuk, President of the Kurchatov Institute National Research Center (NRC), at the St. Petersburg International Economic Forum (SPIEF-2025).
"Ten years ago, the president signed a decree approving a strategy for scientific and technological development. This document, I recommend reading it <...> is a short, very succinct document that outlines the global challenges facing humanity and civilization and the ways to respond to them," Kovalchuk said at the session "Bioeconomics on the Global Agenda."
According to him, this document reflects such modern problems as lack of resources, drinking water, transport issues, as well as issues of energy, demography and food. In addition, he stressed that the country's scientific and technological development strategy has been complemented by modern realities.
"This is a kind of global trend, you and I must understand that humanity today, everything that is happening today, you can see for yourself how it is happening and that this is a struggle for resources," said the head of the Kurchatov Institute.
On the eve of the SPIEF, Kovalchuk told students about the importance of energy for the country's technological leadership. According to him, for example, if there are twice as many users of the ChatGPT neural network, then all the energy generated by the United States will not be enough to service one resource.
