In the context of resolving the conflict in Ukraine, it is important for Russia to have legally binding mechanisms that would guarantee the impossibility of a repeat of the crisis. This was stated on May 29 by Tatyana Dovgalenko, Head of the Department for Partnership with Africa at the Russian Foreign Ministry, at a briefing for African delegations at the XIII International Meeting of High Representatives in Charge of Security Issues.

She noted that the Kiev authorities are aware of Moscow's position, according to which a sustainable settlement of the conflict is possible only if its root causes are completely eliminated.

"We need reliable, legally binding agreements, mechanisms that guarantee national interests, including in the field of security, and prevent the resumption of the crisis," the diplomat said.

Foreign Minister Sergei Lavrov announced on May 28 that the second round of talks between Russia and Ukraine would be held in Istanbul on June 2. He expressed the hope that all parties interested in the success of the peace process would provide support for a new round of discussions.

On the same day, the head of the Russian delegation, Adviser to the President of the Russian Federation, Vladimir Medinsky, invited the Ukrainian Minister of Defense and the head of the Ukrainian delegation to negotiations with Russia, Rustem Umerov, to meet to exchange memoranda with a position on a cease-fire and conflict resolution. According to Medinsky, Russia is ready for a "meaningful" discussion of an agreement to end the Ukrainian conflict. Umerov said that Ukraine had submitted its draft memorandum to Russia and was waiting for the Russian version of the document.
