"Secretary of State Marco Rubio spoke with Russian Foreign Minister Sergey Lavrov. Rubio welcomed the 1,000-for-1,000 prisoner exchange between Russia and Ukraine over the weekend," the statement said.

The State Department added that Rubio also repeated the calls of the American President Donald Trump for a constructive, conscientious dialogue. In his opinion, this is the only way to end this conflict.
