
What will change in the lives of Russians from June 1

June 2025 will be marked by several important legislative changes. It will become more difficult for Russians to cancel the self—ban on making loans - now this will require an enhanced qualified electronic signature. Banks will also become more attentive to individuals' money transfers and how people withdraw cash from their cards. Employees of government agencies and banks will no longer be able to communicate with users via foreign messengers. All this is done as part of the fight against fraudsters. Increased payments for children
Starting from June 1, child benefits will increase for some Russian families whose financial situation has worsened. This will happen due to the annual recalculation of the single allowance. Such financial assistance is intended for parents and guardians of children under the age of 17 and women who are registered for pregnancy for at least six weeks.
If the breadwinner, faced with difficult life circumstances, submits a second application to the social protection authority, it will recalculate without additional applications and increase the amount of the payment. The amount of the allowance will not increase automatically, as the cost of living approved in January is the basis for its calculation.
In addition, since the beginning of the month, some regions have been introducing additional support measures. For example, in the Samara region there will be an annual payment for Children's Day — 1.5 thousand rubles for each child. Families with four or more minors permanently residing in the region, fathers raising three or more children on their own, as well as single mothers with two or more children can receive it.
In the Sverdlovsk region, two payments will begin to operate at once from the beginning of summer: a one-time allowance of 50 thousand rubles will be paid to women who gave birth to their first child under the age of 23; it will also be possible to receive up to 15 thousand rubles a month to compensate for rental housing if both parents in the family are simultaneously studying at colleges or universities.
In the Belgorod region, 10 thousand rubles will be paid annually to the families of schoolchildren for the purchase of school uniforms.
Blocking suspicious transactions
From June 1, banks will strengthen control over money transfers and cash withdrawals at ATMs as part of the fight against telephone and online fraud. Financial organizations will be required to make sure that a person does this voluntarily, and not under pressure from scammers, before issuing funds.
The signs by which the system suspects criminal deception are listed in the order of the Bank of Russia dated June 27, 2024 No. OD-1027. These include the atypical nature of the operation, the new device through which the operation is performed, the presence of information about the recipient of funds or the device in the database of fraudulent transactions of the Central Bank, and so on. In such cases, a person will be able to withdraw no more than 50 thousand rubles per day. If financial institutions receive additional recommendations from the Central Bank, they will limit the additional monthly limit for ATM withdrawals to no more than 100,000 rubles.
It is assumed that these innovations will give citizens time to think about their actions and reduce the risks of theft of significant amounts by intruders.
Ban on financing extremists
The updated law "On Countering the Legalization of Criminal Proceeds" (115-FZ) from June 1 will strengthen the fight against the financing of extremist activities. From now on, they will be considered any deliberate provision of financial services, provision or collection of money for the benefit of an extremist organization or for the commission of a crime of a similar nature.

New rules for the sale of medicines
Starting from June 1, a special system will be launched in Russia that blocks the sale of expired medicines. Cash registers in pharmacies will be linked to a special monitoring platform containing information about medicines. Each of them has a unique identification code that allows you to determine the authenticity of the product and its compliance with security requirements.
When trying to sell a drug, the system will automatically verify its status in a single system, and if it finds that the drug is expired, its license has been revoked, or it is found to be counterfeit, the operation will be instantly blocked.
In addition, the pharmacist is also required to verify the global identification number of the medicinal product in order to exclude the sale of counterfeits. The new regulations prohibit the sale of medicines that are not available in the monitoring system.
Entry to Russia by QR code
Starting from June 30 of this year, foreigners entering the territory of the Russian Federation will have to undergo a preliminary digital registration through the RuID Public Services application 72 hours before arrival. They will receive a special QR code for presentation at the border. The innovation will affect citizens of those countries with which Russia has a visa—free regime, including Armenia, Kazakhstan, Uzbekistan, Azerbaijan, Tajikistan and other countries except Belarus - in this case, everything will remain the same. Also, the changes will not affect children under the age of six.
To receive a QR code, a foreign citizen needs to download the RuID State Services application, register and create a personal account by uploading a photo and personal data. No later than 72 hours before entry, you must fill out an application about the planned trip and the duration of your stay in the country. In emergency situations, such as illness or death of a relative, it is allowed to submit a document no later than four hours before crossing the Russian border.
The permit will be valid for 90 days, if the foreigner has not entered the country during this period, he will have to fill out a new application. A parent or guardian who already has a valid entry permit must submit a document for a minor or an incapacitated person.
The service will allow Russian guests to receive government services online, make an appointment at the Ministry of Internal Affairs, take out insurance, apply for documents, present passport data and trip information in the form of a QR code.
Ban on instant messengers in banks
Starting from June 1, a ban on the use of foreign messengers in certain organizations will take effect. Employees of government agencies, banks and non-credit financial organizations, state extra-budgetary funds, telecom operators, marketplaces, large ad placement services with an attendance of 100 thousand users and social networks with more than 500 thousand users will not be able to use them to communicate with citizens. According to Russian Prime Minister Mikhail Mishustin, this "will help prevent cases when intruders pose as employees of such institutions."
In addition, telecom operators will now limit the delivery of SMS messages with confirmation codes to subscribers. This is done so that, in the case of a telephone conversation, a person can reflect on their actions and comprehend the deception after the end of the call.

On June 1, 2025, amendments to Part 6 of Article 5.1 of the law "On Credit Histories" will come into force. Now it will be possible to cancel the self-ban on concluding consumer credit (loan) agreements in electronic form only with the help of an enhanced qualified electronic signature.
Starting from the beginning of summer, fares for Moscow public transport will increase in Moscow. Ticket prices will increase by an average of 5%. So, for a one—time ticket to the metro, to the MCC and the MCD, to land buses on the Troika card, you will have to pay 67 rubles instead of 63, and in the suburbs - 90 rubles instead of 84. The most profitable option will traditionally be to pay using biometrics — 63 rubles.
By June 1, Russian citizens who are tax residents must report on money in foreign accounts, if any, opened in banks in countries with which the Federal Tax Service conducts an automatic exchange of financial information.
