A new service to protect against Internet fraud appeared on Gosuslugi. It is aimed at helping both those who have already encountered intruders, and those who want to improve digital literacy and protect themselves. The innovation will allow accumulating in one place on the state platform everything that can protect a citizen from the risks of deception. However, this does not guarantee the user 100% security, experts point out. It is important to develop the digital literacy of the population, consolidating the knowledge gained in practice. How the service will be useful is in the Izvestia article.

In one basket

The Vital Situation service to protect citizens from Internet scams has appeared on the public services portal. This was reported in the office of Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation.

The service combines all the cybercriminal protection measures available on Gosuslugi. These include self-locking on loans, the ability to check credit history, issued SIM cards, information about a suspicious call, and filing a complaint about a malicious resource.

Russians will be offered detailed instructions in case of interaction with scammers, which will help not to fall for the schemes of intruders. And on the interactive map, you can find the nearest branch of the MFC, where the citizen will be helped with solving the problem.

The service will also present a catalog of the most common fraud schemes, which the authorities expect will allow them to promptly warn users about new threats.

The platform will also provide an opportunity to check your digital literacy level. If necessary, the user will be offered to enroll in information security courses.

"To protect citizens from fraudsters, we act systematically: we tighten legislation, strengthen control over financial transactions. The Life Situation service has become the next stage of this work. It creates a comprehensive security system that not only reduces risks for citizens, but also significantly complicates the activities of intruders," Dmitry Grigorenko emphasized.

According to the deputy chairman of the government, all the tools are collected in one place, which will make it possible to inform citizens more quickly about the available ways to protect themselves from intruders.

The new service was created as part of the government's efforts to combat fraud. Since the beginning of the year, a package of measures has been adopted to protect Russians from cybercriminals, including 30 initiatives. We are talking about identifying communication users, labeling calls, banning civil servants from communicating with citizens through messengers, etc.

Digital Billboard

The Ministry of Finance of the Russian Federation commented on the creation of a new service for Izvestia. The press service of the department noted that fraudsters can gain access to a personal account at Gosuslugi only if the user himself provided login information, such as login, password and SMS code.

— Therefore, it is important to always be vigilant and observe digital hygiene. You can find out how to create a strong password, what to do if you did send an SMS code to an attacker, and how to restore access to your account on a special page on Gosuslugi, the ministry explained.

The Ministry of Finance recalled that in order to increase the digital literacy of the population, the "Cybersecurity is simple!" page was previously launched on the public services portal. She tells you how to avoid phishing, recognize a fraudster's call, and protect your mobile device.

— Increasing the level of digital literacy of the population is not the only initiative of the Ministry of Finance aimed at combating fraudsters. We are approaching the issue comprehensively," the ministry said.

For this purpose, in particular, the law on combating cybercrimes was developed. It includes measures that make it more difficult for fraudsters to access sensitive information that allows them to seize citizens' funds.

The obvious benefits

The new service is a sound idea to accumulate in one place on the state platform everything that can protect a citizen from the risks of being deceived, says Sergey Babkin, director of Information Security at Reksoft. In his opinion, the information currently available is presented in a comprehensive and understandable manner.

Thanks to the innovation, services for checking issued SIM cards, credit history, the ability to issue a self-ban on issuing loans, report fraud to the Ministry of Internal Affairs, and send information about a suspicious call or malicious resource to the Ministry of Finance, lists Boris Stepanov, head of security analysis at Kryptonite.

— The service will be useful both for those who want to quickly get information on how to protect themselves from hacking their account on Gosuslugi, and for those who do not know what to do and where to go if they accidentally reported the SMS code in a conversation with an unknown person, — the expert is convinced.

At the same time, it is important to continue to keep the service up to date, Babkin believes. It needs to be updated and upgraded, as the situation with cybercrimes does not stand still.

"In addition, I think it is equally important to develop a culture of digital literacy to explain to citizens the importance of maintaining their own information security when working with electronic services," the Izvestia interlocutor recommends.

Not a panacea

The announced service is another step by the Ministry of Digital Affairs in the fight against intruders, says Denis Kuskov, CEO of the information and analytical agency TelecomDaily. However, you need to understand that this is not a "magic pill" that will protect you 100%.

— The "life situation" covers all current schemes, but this does not mean that it describes possible ones. The service will definitely reduce this component at the current stage, but it will not exclude it. And the main task is to always be on the wave and add the practices that appear there," the expert is convinced.

The service is aimed more at educating people than at guaranteed protection, agrees Eldar Murtazin, a leading analyst at Mobile Research Group. It is necessary for a person to understand for himself that there are scammers and that you need to protect yourself from them.

— The more people talk about it in different places, the better. Gosuslugi has a number of different tools to help protect against intruders. The service simply conveniently collects tools that make it possible to protect yourself. Individually, these services have existed for a long time, and people have already used them," the Izvestia interlocutor draws attention.

Improve the available

Within the framework of the service, it would be possible to continue to acquaint the population not only with cases of fraud that have already occurred, but also to give instructions that will help not to become a victim of criminals, believes Sergey Babkin.

— For example, it can be an additional section inside this service, which makes it possible to integrate a detailed analysis of protection as a link in media or social media materials, — the expert suggests.

In the future, the service could get a single view, where theory and practice will be closely linked to each other, Boris Stepanov admits.

Therefore, it would be possible to introduce practical visual training followed by testing on real examples and the opportunity to listen to recordings of conversations with scammers as educational material, — he believes.

As part of this work, it is worthwhile to create an official voice bot that, as part of testing, will simulate the actions of scammers, which will allow them to work out and consolidate the theory they have studied, the Izvestia interlocutor recommends.

This is important because ensuring personal security from fraudsters is still more on the users themselves, Stepanov notes.

— They must take a balanced and conscious approach to their actions online, understanding who they are communicating with and what information they are passing on to unknown persons. Therefore, the service will be a very useful addition to improve the digital literacy of users," he is sure.
