Authorities want to reduce the price of CMTPL insurance for regions with careful drivers

The Central Bank is concerned about the unfairly high price of compulsory motor TPL insurance in some parts of the country. It is not right that in some regions the loss rate for MTPL insurance is much higher, but other drivers pay for it, Deputy Chairman of the Central Bank Philip Gabunia told Izvestia.

This will be possible if the initial compensation was not enough for self-repair.

The fact is that the cost of CMTPL insurance, as a compulsory type of insurance, is clearly regulated - the Central Bank sets the boundaries of the tariff corridor. An insurance company cannot go beyond this threshold. At the same time, for high-risk regions even the maximum allowable price is not enough to cover all losses, explained Anna Yozhikova, head of motor insurance underwriting department of Absolut Insurance. She added: the deficit of collections in such regions of the Russian Federation has to be compensated by overpricing MTPL insurance for other drivers.

This injustice should be corrected, said Philip Gabunia. He added that the Central Bank is working on the idea of how it will be implemented - through geographical features or a more complex structure.

The current territorial coefficients do not take into account the signs of fraud and unfair practices, emphasized the Russian Union of Motor Insurers. They added: it is necessary to reconsider the approach to identifying such regions and raise CMTPL insurance rates for them. And in other places, where it is safer - to reduce the price of the policy.

According to the results of 2024, Ingushetia, Dagestan, Chechnya, Kamchatka Krai and Karachay-Cherkess Republic were included in the list of the most risky regions (there are many accidents and a high level of fraud).

The contribution of "risky" regions can now inflate prices for other drivers by 10-20%, said Irina Frank, CEO of Frank Auto.
