Sobyanin signed a law on fines for taxi drivers who failed the Moscow knowledge test

Taxi drivers who have not passed the certification for knowledge of the capital will be forced to pay a fine of 5,000 rubles. The relevant law was signed on May 21 by Moscow Mayor Sergei Sobyanin.

"Driving a passenger taxi by a driver who has not passed the certification for knowledge of the location of transport infrastructure facilities on the territory of Moscow in accordance with the procedure established by the regulatory legal act of the city of Moscow, <...> entails the imposition of an administrative fine in the amount of 5 thousand rubles," the document says.

In addition, drivers who fail an exam on knowledge of cultural heritage sites, medical organizations, educational facilities, sports facilities, facilities occupied by public authorities and local governments, as well as access routes to them, emergency measures and rules for the carriage of passengers and luggage by passenger taxi will be fined.

On May 23, Russian President Vladimir Putin signed a law on localization of taxi cars. The law comes into force on March 1, 2026, but in some regions the new requirements will take effect later.

According to the document, a vehicle can be included in the register of passenger taxis if one of two conditions is met: if it has scored a sufficient number of localization points in accordance with the parameters adopted for public procurement, or if it was produced under a special investment contract concluded between March 1, 2022 and March 1, 2025.
