Taxi drivers without carrier insurance (OSGOP) will be caught using traffic cameras, Izvestia has learned. It was planned to fix cars without CTP in the same way — the experiment was postponed to the end of June. To control carriers, it is proposed to combine taxi registries, insurers, databases of various departments into a single service and connect them to the system of photofixing violations of the Ministry of Internal Affairs. How taxi drivers cheat with OSGOP and CTP
Taxi drivers without OSGOP insurance (Compulsory insurance of civil liability of the passenger carrier) will be caught using cameras of the "Web" system. This follows from the draft government decree prepared by the Ministry of Transport. Izvestia has reviewed the document. If approved, it should enter into force on September 1, 2025.
The FGIS Taxi state information system is planned to be transformed into a central service for monitoring passenger carriers, linking it with the federal population information register, insurers' databases and information systems of the State Traffic Inspectorate (GAI). The unified service should also include vehicle technical inspection databases (EAISTO), special software for the Unified Road Safety Management System (UIAS BDD), as well as the Web service of the Ministry of Internal Affairs, designed to record offenses on the roads and search for criminals.
The artificial intelligence of the "Web" is able to combine and systematize data from traffic cameras with information about a particular car and analyzes its movement history.
— Automated verification of data, including OSGOP, is not a "punitive measure", as it may seem, but a step towards restoring order in the industry, — Irina Zaripova, chairman of the Public Council for Taxi Development, told Izvestia. — Integration of information systems and synchronization with databases of other departments is a necessary step that will simplify a number of processes for both carriers and government representatives.
Currently, inspections of taxi drivers are significantly hampered due to the lack of information from insurers in the FGIS Taxi, according to an explanatory note to the draft resolution.
"As a result, about 95% of taxi drivers in the regions travel without OSGOP insurance, and about 30% in Moscow," Spartak Zabolotsky, an investor in Chocolate taxi, told Izvestia.
Now it is possible to check the fact of insurance by the state registration plate of the vehicle or by the INN of the carrier on the website of the National Union of Liability Insurers (NSSO), which contains data on OSGOP policies, the organization told Izvestia. The NSSO also provides Rostransnadzor with data from its OSGOP information system, the union noted. They found it difficult to specify when the system will work in automatic mode.
— Before introducing control over the availability of OSGOP insurance, it's a good idea to put the CTP in order, — says Spartak Zabolotsky. — Most drivers insure taxis as an ordinary personal car, but the traffic police have no way to verify this.
Taxi drivers can be understood, since the cost of CTP for passenger transport doubles and 70 thousand rubles will have to be paid for annual insurance in Moscow instead of 35 thousand, a market participant notes.
The industry believes that the integration of databases will allow monitoring not only OSGOP, but also OSAGO in a taxi.
"For each insured vehicle, information is distributed in the Automated Information System (AIS) of Insurance by a number of identifiers, for example, by the state registration plate, VIN number, CTP policy, insurance period, purpose of using the vehicle (including for taxi purposes)," the head of the National Insurance Information System told Izvestia (NSIS) Nikolay Galushin.
Therefore, through the interface of information systems with AIS insurance, it is possible to obtain data not only on the availability of a valid CTP, but also on the compliance of this policy with the purpose of using a vehicle, including a taxi, he noted.
According to the NSSA, the insurance AIS contains information on 44 million units of transport by the end of 2024.
The experiment on automatic OSAGO control was planned to be launched from March 2025, a source who participated in the discussion of the initiative with deputy head of the government staff Alexei Uvarov told Izvestia earlier. But then it was moved to the middle of summer. Now insurers have found it difficult to answer when the experiment will begin.

Why do taxi drivers go into the shadows
— We are generally familiar with the initiative, we evaluate it positively, but there are also difficulties, — Irina Zaripova told. — Carriers have the opportunity to issue short-term, "one-day" CTP policies, but regional authorities do not always have time to receive information on them. As a result, the carrier may have its permit suspended just because officials won't see the insurance.
If a short-term OSGOP is introduced, the situation may repeat itself. There is a risk that the cameras will start to punish drivers unreasonably, she believes.
However, the expert agrees that it is necessary to restore order in the industry. According to Irina Zaripova, at the moment about 30% of carriers are issuing OSGOP policies in taxi companies. The implementation process is slow, primarily due to the high financial burden. For taxi companies with dozens or hundreds of cars, registration of an OSGOP means additional costs of hundreds of thousands or even millions of rubles, she believes.
— Automatic monitoring using cameras, of course, will help identify taxi drivers who have not signed an OSGOP agreement, — Valery Korneev, chairman of the Union of Users of Digital Platforms "Digital World", told Izvestia. — But there is a risk that the proposed initiative will work to increase fees for insurance companies, rather than improve the quality of taxi services.
Already, three quarters of transportation is carried out by drivers in gray due to clearly excessive regulation, the expert notes. According to him, there are many more important problems that require financial investments, for example, taxi drivers have nowhere to go through technical and medical examinations, which is why 97% of them go to the line without medical supervision.
The Maxim aggregator believes that the taxi industry is becoming very regulated: the inflated cost of CTP, CTP with guaranteed recourse, registration of waybills, repainting a personal car in the color of a taxi, and even localization. It is not surprising that people are retreating into the shadows, they noted.
