Putin instructed to strengthen the fight against drivers without CTP

Russian President Vladimir Putin has instructed the government and the Central Bank of Russia to improve measures to combat drivers who drive vehicles without valid CTP policies by November 1 this year. The order was published on the Kremlin's official website following a meeting of the Presidium of the State Council "On the development of infrastructure for life."

"The Government of the Russian Federation <...> should take measures to improve the administration of offenses provided for in Article 12.37 ("Non-compliance with the requirements for compulsory civil liability insurance for vehicle owners." - Ed.) of the Code of Administrative Offences of the Russian Federation," the document says.

It is planned to record the driving of vehicles without a valid CTP policy with photo-video cameras in automatic mode.

On February 26, it was reported that the start of the experiment to launch the verification of the presence of CTP through traffic cameras was postponed to June 30, 2025 instead of the originally planned date of March 1. During the approval of the project, questions arose that required additional approval and time for the experiment to work correctly, the Russian Union of Motor Insurers (RSA) said.

It is assumed that if a motorist violates traffic regulations and this is recorded by a complex of photo-video recordings, the driver will be automatically checked for a policy. If he is not present, he will receive a notification about the absence of CTP in his personal account on the Gosuslug portal along with fines for traffic violations.
