HR Worker's Day is an unofficial holiday. It was established in 2005 on the initiative of the All-Russian Personnel Congress. The idea of the celebration was warmly welcomed by the professional community, but there were discrepancies about its date. As a result, two HR Days appeared on the Russian calendar. The first is celebrated on May 24, and the second on October 12.
The Spring Personnel Officer's Day was established in memory of the signing in 1835 of the decree "On the relationship between the owners of factory establishments and the working people who enter them for hire" — the first document in the Russian Empire regulating relations between the employer and employees at the state level. It is believed that this event marked the beginning of the personnel business in our country.
The Autumn Cadre Day is timed to coincide with another historical event: on October 12, 1918, the People's Commissariat of the RSFSR certified the "Instructions on the organization of the Soviet Workers' and Peasants' Militia," which contained recommendations on the selection of employees. It was in the militia that the first personnel departments in the country were formed. Subsequently, this practice was extended to all other services and organizations.

Since there is no single date, companies independently decide when to celebrate HR Officer's Day based on their capabilities and work schedule.
Corporate parties, feasts and team building events are traditionally held in honor of the holiday. Managers and colleagues congratulate staff members, give them symbolic gifts — small bouquets, stationery, mugs and shoppers with the company's logo, etc. In some organizations, personnel officers are given bonuses, awards and diplomas.
