Chefs, managers and administrators have become the most in-demand employees in the field of tourism and hospitality before the summer season, according to data from recruiting services. There are also not enough waiters, bartenders and cleaners at the resorts. The number of such vacancies has grown most noticeably in Dagestan, Altai and Karelia. Experts cite the growing popularity of domestic tourism and a reduction in the number of migrant employees among the reasons.

Who are they looking for in the tourism sector

On the eve of the summer season, tourist sites are actively recruiting staff, cooks, managers and administrators are in high demand, recruitment services told Izvestia. Employers are also actively looking for chefs and bakers, the research director added. hh.ru Maria Ignatova.

"Almost every fifth vacancy is for administrators of establishments, as well as for waiters, bartenders, baristas and cleaners," she noted.

According to the Superjob service, the top most in-demand employees in the tourism sector include chefs and bakers, waiters and bartenders, restaurant managers, maids and hotel administrators.

In total, from January to April 2025, more than 266 thousand job offers were placed in the tourism sector, according to the data. hh.ru . This corresponds to the indicator for the same period last year.

— For the period from January to April, the average value of the hh.index (the ratio of the number of active vacancies and resumes. — Ed.) amounts to 4.6 resumes per vacancy, which indicates a comfortable level of competition for jobs," added Maria Ignatova. — However, within the framework of individual specializations, there is a pronounced shortage of personnel, primarily cooks and bakers — there are only 1.5–2 active resumes per vacancy.

There are 1 million people working in the tourism sector in Russia, Deputy Prime Minister Dmitry Chernyshenko said in February this year. The need for employees was another 250 thousand people. By 2030, it will amount to 400 thousand, the Ministry of Economic Development estimates.

The number of vacancies in the field of tourism and hospitality increased significantly in April this year in several regions. Dagestan became the leader in dynamics (+83% compared to March), said Roman Gubanov, Director of Development at Avito Rabota. The average salary offered in this area in the region was 69.2 thousand rubles per month.

— The most in demand were the specialists who directly affect the quality of service: maids, waiters and administrators. In Dagestan, the number of vacancies for maids has increased by more than 2.5 times, and for waiters — by 81%," he noted.

The Republic of Altai took the second place in terms of demand growth (+57%). The average salary offered there reached 74.5 thousand rubles. Karelia rounded out the top three, while Krasnodar Krai remained only in fourth place.

The growth of the tourist flow, the development of infrastructure and preparations for the summer season are the key factors that stimulate the demand for staff, Roman Gubanov explained.

"The dynamics is directly related to active investments in the tourism infrastructure of these regions, including the construction of hotels, recreation centers and eco—resorts," he explained. — Increased competition for qualified employees, in turn, contributes to improving working conditions in the industry, making it more attractive to applicants.

However, most of the vacancies in the field of tourism and hospitality in May this year were in Moscow and St. Petersburg, as well as the Krasnodar Territory, the Moscow Region and Tatarstan, Superjob added.

What is the reason for the demand

The growth of domestic tourism is stimulating demand for people who serve this area, experts noted. At the same time, in regions where tourist demand depends on the season, hotels without infrastructure cannot operate all year round, which leads to temporary hiring of employees, added Ekaterina Filchenkova, HR Director of Brizex.

The shortage of personnel in tourism and hospitality facilities is a long—standing problem, but in recent years it has become more pronounced, Vadim Prasov, Vice president of the Federation of Restaurateurs and Hoteliers, managing partner of Alliance Hotel Management Management Company, told Izvestia.

"Now its strengthening has been influenced not only by the growth of domestic tourism, but also by an increase in the number of facilities and a reduction in the number of migrant employees, which began during the pandemic," the expert said. — Besides, our industry does not have the highest salaries.

Among the measures to address the shortage of personnel, he called for a transition to practice-oriented training of future specialists.

— Now we have a certain theorization of education, when a young man studies, but, in fact, does not work, and when he comes to work, it is only then that he is taught to do it, — said Vadim Prasov. — Ideally, an approach could help when a person studies theory for two years and practice for the same amount, but alternating cycles of six months. If a person integrates into a profession from the very beginning of their studies, gets skills and a salary, and their competencies grow, then at the end we get a full-fledged employee, not a semi-finished product with a diploma.

He also noted that it is students and college students who can already be involved in filling vacant positions — this will speed up the solution of the personnel problem in the industry, and give young people the necessary practice.

In addition, Vadim Prasov sees the involvement of migrant workers from non-CIS countries such as North Korea, Sri Lanka, and Bangladesh as among the "quick" measures. He cited the example of Dubai, where 90% of the hotel staff are visitors. However, according to him, the question remains how to make migration policy in this area understandable and digital.

Line staff specialists are always in demand for hotels: these are waiters, maids, administrators, the Cosmos Hotel Group press service noted.
