You will wash at home: what car owners should not do at dachas and picnics

With the opening of the summer holiday season, many people go out of town on holidays and picnics. However, not all motorists remember the restrictions and prohibitions that apply to them in their homesteads and just outside the city. Izvestia found out what you can get a fine for in the country or in nature, or even be left without a car.
"And we dream of grass, grass at home"
One of the most common violations among drivers of "suburban" cars is parking on the lawn. So, according to the State Institution "Center for Road Safety of the Moscow region", since the beginning of spring in the Moscow region, more than 6.4 thousand cars parked on green spaces have been recorded. Since the beginning of the year, almost 2.4 thousand such cases have been reported in the Ryazan region. According to lawyers, when leaving a car outside their backyard, motorists often do not even suspect that they are violating the requirements of the law.
Usually, a parking space for one or two cars is allocated on household plots. If a large company gathers, many people simply leave the "extra" cars on the lawn in front of the fence, without thinking about the fact that they are violating the law.
— This is already considered parking on the lawn, which is an administrative offense. Responsibility for these offenses is regulated by regional legislation, therefore, the sanctions for them are different," Sergei Radko, a lawyer for the Freedom of Choice movement, told Izvestia.
So, in Moscow and the Moscow region, you will have to pay 5,000 rubles for a car left on the grass. In the Leningrad and Tver regions, this violation is estimated at 3-5 thousand rubles, in the Yaroslavl region — 3 thousand rubles, and in the Ryazan region it will cost only 1 thousand rubles.
Punishment for cleanliness
For individual motorists, a cottage is not only a place where you can grow potatoes, strawberries and other fruits and vegetables with your own hands, but also the opportunity to wash your car yourself. Some people use the cottage as an alternative to a car service and perform simple maintenance operations on their own, such as changing oil or brake pads.
However, for "water procedures" with a car or its repair on a private plot, it is quite possible to get a decent fine, lawyers say. For example, dirty water running off a car, especially with car cosmetics, as well as engine oil or other technical fluids trapped in the soil may be considered a violation of environmental legislation.
"Responsibility for these violations is also regulated by regional legislation,— explains Sergey Radko.
For example, in the Moscow region, a fine of 3-5 thousand rubles is provided for washing a car outside specially designated areas. And in the Tver region, a similar violation for the first time will cost 1.5–3 thousand rubles, and in the future — 4-5 thousand rubles.
I carry everything with me.
In early May, cars with tomato seedlings and sapling trunks sticking out of their windows, and a wholesale shipment of lumber "rides" on a roof—mounted trunk, are a common phenomenon. The desire to bring the entire range of the building materials market, the greenhouse "assembled" and what will be grown in it in one trip in a passenger car is fraught with a fine.
According to section 23 of the traffic Regulations "Transportation of goods", luggage should not restrict the driver's view, cover external lighting devices and retroreflectors, registration and identification marks, make it difficult to drive and disrupt the stability of the vehicle, the Traffic Police remind. Before driving, the driver must make sure that the load is securely secured and will not interfere with traffic during the trip, the department emphasizes. At the same time, the mass of the transported cargo cannot exceed the values set by the manufacturers for this vehicle, and the cargo itself should not damage or pollute the road, the department emphasizes.
Traffic regulations allow movement with the trunk open if the cargo does not fit completely into it (subject to the requirements for secure fastening and proper placement of the cargo). However, in such a situation, it must be borne in mind that on sedans, an open trunk lid can make it difficult for the driver to see, and on station wagons and hatchbacks, the rear license plate and lights of the car may not be visible.
— Cargo that protrudes more than one meter from the front or rear of the vehicle, as well as more than 40 cm from the side, must be marked with the identification marks "Bulky cargo" or a red and white ribbon, and in the dark and in conditions of insufficient visibility - with lanterns or retroreflectors: front — white"There's a red one in the back," said Police Colonel Anton Belan, Deputy head of the Department for Road Safety Promotion and Prevention of Child Traffic Injuries at the Ministry of Internal Affairs of the Russian Federation.
According to Article 12.21 of the Administrative Code of the Russian Federation, the driver faces a warning or a fine of 500 rubles for violations of the rules of cargo transportation, the State Traffic Inspectorate reminded.
"I came out of the forest"
Traveling to nature by car in case of non-compliance with a number of restrictions and prohibitions may well result in the confiscation of the vehicle, warns lawyer Sergey Radko. First of all, this applies to entering nature reserves and other specially protected natural areas by car. Although barriers and appropriate signs and warning signs are usually installed at the entrance to such territories, motorists still periodically find themselves in places where they cannot travel by car.
— In this case, regardless of whether the driver accidentally or intentionally drove into a restricted area, he faces a fine of 3-4 thousand rubles under art. 8.39 of the Administrative Code of the Russian Federation "Violation of the rules of protection and use of natural resources in specially protected natural areas," — said the lawyer.
In addition, this article provides for the possibility of confiscation of the "instrument of committing an offense" as an additional sanction, which in this case is considered to be a vehicle, Sergei Radko emphasized.
Water treatments
Caution and caution should also be exercised by motorists, fishermen, as well as those who decided to relax on the shore of the reservoir, arriving by car. The fact is that Part 4 of Article 65 of the Water Code of the Russian Federation prohibits "movement and parking of vehicles, except for their movement on roads and parking on roads and in specially equipped paved areas" within the boundaries of the water protection zone. Leaving the roadway and parking the car on the curb inside such a zone, according to art. 8.42 of the Administrative Code of the Russian Federation, provide for a fine of 3-4.5 thousand rubles, Sergei Radko notes.
At the same time, the water protection zone itself varies depending on the size and type of reservoir. For example, according to Article 65 of the Water Code of the Russian Federation, for rivers and streams up to 10 km long, its width is 50 m from the coastline. If the length of the river does not exceed 50 km, then the width of the water protection zone automatically increases to 100 m, and if the river is longer than 50 km, this zone begins 200 m from the shore. Around lakes or reservoirs, the width of the water protection zone is 50 m.
Appropriate information signs must be installed at the borders of the water protection zone and ignoring them is fraught with a fine.
