What will change in the lives of Russians from May 1
Traditionally, the last month of spring will begin with a long weekend in honor of the holidays — Labor Day and Victory Day. Russians will rest twice, from Thursday to Sunday: from 1 to 4 and from 8 to 11 May. In addition, we should expect a number of changes in legislation. In particular, payments for certain categories of citizens will increase, as well as fines for personal data leakage will increase significantly. Pension increase
Starting from May 1, an increase in the fixed part of the pension should be expected for citizens who celebrated their 80th anniversary, as well as for those who received disability group I in April. Currently, the payout amount is 8,908 rubles, after which it will double.
The promotion will happen automatically, for this you do not need to apply anywhere or submit any applications. Such an indexation allows the state to support citizens who are experiencing financial strain due to increased costs of care and medicines.
Payments for children
Due to the May holidays, child allowances will be paid ahead of schedule — until the 30th.
In addition, the deadline for which the government was instructed to adjust the rules for assigning such support expires on May 15. According to the President's instructions, it is necessary to determine the maximum allowable excess of family income at which it will receive funds, shorten the income accounting period and develop a new mechanism for calculating the average income for each family member without personal income tax.
It is assumed that when applying for benefits, only the previous three or six months will be taken into account, and not the entire previous year. A slight increase in the subsistence level will not deprive the family of the right to payment, as there will be a regulatory threshold at which it will be assigned even if there is a formal income discrepancy. Another expected innovation is the revision of the income calculation methodology, which will no longer take into account the amount of personal income tax paid.
Penalties for data leakage
Last November, Vladimir Putin signed a law regulating the leakage of personal data. It comes into force on May 30, 2025 and criminalizes the illegal use, transfer, collection and storage of personal data of citizens — up to 10 years in prison.
For legal entities, fines can reach 15 million rubles for leaks of special categories of information, and in the case of biometric data — from 15 to 20 million rubles. Repeated violations can result in a fine of 25 to 500 million rubles.
In addition, from the end of May, stricter responsibility for failure to notify Roskomnadzor of the intention to process personal data or leak it begins to take effect. In the latter case, fines for officials of a state or municipal body or a non—profit organization will range from 400 thousand to 800 thousand rubles, for sole proprietors and companies - from 1 million to 3 million rubles. Failure to notify about the intention to process personal information can result in a fine of 30 thousand to 50 thousand rubles for officials and from 100 thousand to 300 thousand rubles for sole proprietors and companies.
Penalties will also be imposed for late notification of the regulator. The new rules will not affect leaks that occurred before the entry into force of the Federal Law.
Cooling-off period for loans
On May 15, 2025, the law on combating money fraud, adopted in February, enters into force, introducing a "cooling-off period" for loans and borrowings. With it, you will receive money from 50,000 to 200,000 rubles no earlier than four hours after the application is approved, for large amounts it will take from 48 hours. Such periods are provided so that banks can obtain information about the borrower from all qualified credit bureaus.
At the same time, the potential recipient must be notified in writing about the timing of the transfer of funds and the right to refuse to receive a loan. Such a "cooling-off period" will allow a person to give time to think about their actions in case they decide to apply for a loan under the influence of scammers.
The law also obliges credit and microfinance organizations to carry out additional checks when making transactions and transactions. Thus, companies will limit the deposit of funds totaling more than 50 thousand rubles to the account through a newly tokenized (digital) payment card within 48 hours from the moment of its release.
The "cooling-off period" does not apply to loans that are difficult to commit fraud upon receipt: car loans, mortgages, loans with co-borrowers and guarantors, loans to refinance previous debts, funds for the purchase of goods and services from legal entities and sole proprietors, issued not via the Internet.
Register of alimony debtors
From May 24, an open register of alimony debtors will be launched in Russia. It will be managed by the Federal Bailiff Service. The list will include those who have previously been held administratively and criminally liable for non-payment of funds for the maintenance of minor children or incapacitated children who have reached the age of majority, or parents who are unable to work, as well as wanted debtors.
The registry will become part of the database in enforcement proceedings, which means that the name, date, place of birth of defaulters, as well as the amount of their debts, will be publicly available. So far, no new bans have been provided for such citizens, however, in the future, according to the head of the FSSP Dmitry Aristov, the service may transform from informational to regulatory. Thus, the persons included in it will be denied access to certain public services, and employers will be required to check employees for such violations and withhold part of the funds for further transfer to children if non-payment is detected. It will also become more difficult for the debtor to get a loan.
Information about the debtor will be deleted from the register only if he fully pays off the alimony arrears.
Changing the recycling calculation
Starting from May 1, Russia may revise the rules for calculating scrap collection for cars from the EAEU. The relevant resolution was prepared by the government, but at the time of writing it had not been adopted. As a result, cars from the Eurasian Union may rise in price by a quarter.
If the document is accepted, the recycling fee will be calculated according to a new formula: base rate + (average car price – confirmed expenses) x correction factor. Information about transport from the list, which will be formed by the Ministry of Industry and Trade, will be taken into account. Data on vehicle brands, models, and average price should be updated annually no later than the 15th business day of April. If there is no information in the list, then a separate calculation method is provided.
When importing a car, customs will require a full package of documents confirming the actual costs. If it is not provided, the fee will be calculated at a maximum rate of about 60% of the cost of the car. The calculation will also include the difference between Russian and European rates, the missing amount and VAT.
The innovations are designed to prevent the scheme of importing vehicles from the EAEU, when importers use preferential customs clearance conditions to reduce the cost of cars. The changes will not affect individuals who buy a car for personal use. In this case, the fee will remain preferential – 3,400 or 5,200 rubles for cars with an engine up to 3 liters.
Codes for bloggers
Starting from May 1, 2025, new codes for bloggers will appear in the All-Russian classifier of economic activities (OKVED). This will not only legalize their activities, but also equate them to labor, which will allow influencers to apply for government support and subsidies for small businesses, as well as ensure copyright protection.
Before the beginning of the month, content makers need to add the appropriate codes to their registration documents.:
70.21.1 "Information dissemination activities by the user of the social network";
70.21.9 "Other public relations activities";
73.11.1 "Activities related to the distribution of advertising by the user of the social network";
73.11.9 "Other activities of advertising agencies".
To do this, you should submit an application to the Unified State Register of Individual Entrepreneurs (USRIP) or Legal Entities (USRLE), specifying the new OKVED codes. It will also be possible to do this through the Gosuslug portal, the taxpayer's personal account and the FTS website.
If the influencer does not add the codes to his registration data, he will lose the opportunity to receive tax benefits, participate in the government procurement system, and also run the risk of additional tax audits.

Last year, the Moscow Department of Transport approved a new standard for the work of couriers, some of the requirements of which will take effect from May 2025. So, from the beginning of the month, employees of the capital's delivery services need to register in the CIS ART system. Rules are also being introduced for their transport: two independent braking systems, an automatic speed limit system and a geolocation device are required. The delivery speed should now not exceed 25 km/h.
The Ministry of Industry and Trade will adjust the parallel import order, which allows the import of foreign products into the country without the permission of the copyright holder. The May changes will affect the electronics and automotive industries. In particular, some car brands will be excluded, for example, KIA and Hyundai, while new electronics brands will be included in the list: Aeg, Ariston, Panasonic, Philips, Samsung and others.
