In the coming years, Russia may face a radical transformation of its management system, both in business and in the public sector. Multi-agent systems based on artificial intelligence (AI) will take the place of traditional management teams. This forecast was announced to Izvestia on April 22 by Roman Koposov, an expert in the field of digital transformation, deputy director of the ARB Pro strategic planning company.
According to the analyst, the world is moving from the concept of "one smart algorithm" to the architecture of collective AI. We are talking about so—called multi-agent systems - this is when not one, but dozens or hundreds of neural network agents work on solving a complex problem. Everyone has their own specialization: someone analyzes data, someone makes forecasts, and someone is responsible for making decisions based on incoming signals.
"We are witnessing the beginning of a shift comparable to the advent of the Internet: management functions will begin to be distributed among AI agents. This will affect not only the private sector, but also the authorities. Already today, multi-agent AI systems are taking over planning, analysis, and coordination in areas such as logistics, agriculture, and cybersecurity. The question of "when they will reach the officials" is a question of the next five years," the expert noted.
At the same time, he clarified that we are not talking about the direct displacement of people. Rather, it's about changing their role: managers will turn from performers and coordinators into architects of AI teams and moderators of processes. Analytical tasks, summaries, scenario planning, and even document approval can already be performed by a bundle of neural networks faster and more accurately than a traditional device.
"Management meetings, which take 4-6 hours each today, can be replaced by dozens of specialized agents who will calculate risks, develop scenarios and propose the optimal solution based on thousands of input factors in minutes," Koposov said.
According to the analyst, in the coming years, multi-agent systems can become the basis for digital counterparts of cities, industries, and even entire territories. Such systems will be able to predict the consequences of political decisions, manage resources, and model government actions in emergency situations.
According to him, demographic policy, regional planning, anti-crisis response and digital services to the population will become key areas for the introduction of multi-agent AI in the state apparatus.
Earlier, on March 6, it was reported that the majority of creative specialists surveyed actively use neural networks in their work. At the same time, 43% of respondents resort to them on a regular basis, according to the results of a study by the Moscow Creative Industries Agency and MTS AI. Artists, designers, representatives of the advertising and fashion industries most often use neural networks to generate ideas and new concepts.
