According to a survey by the federal developer Sadovoye Koltso, almost half (46.7%) of Russians today plan to improve their living conditions through savings, about 30% are considering buying a new building trade-in, and only 23.4% are ready to take out a mortgage at current rates. The study was reviewed by Izvestia on April 17.

According to the study, 48% of citizens who are going to take out a mortgage loan have a down payment made mainly from long-term personal savings. Another 28% use their inheritance as a contribution, and 24% are preparing to sell their old apartment to buy a new building.

In addition, every fifth borrower applying for a mortgage intends to use the maternity capital for the initial payment. Also, 18.6% of respondents said they were considering having another child in order to receive additional government subsidies that could be used to buy new housing.

On March 26, the State Duma announced the basic principles of state family policy, which significantly expanded the list of preferences for large families, extended the maternity capital program until 2030, and the maximum amount of maternity benefits now reaches 800 thousand rubles.

Earlier, on March 27, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, spoke about the scale of payments for large families and families with children. The MP noted that since 2007, more than 14 million families have received maternity family capital. In addition, families with more than 10 million children receive a single child benefit. Starting this year, working parents with two or more children form family payments from the paid personal income tax (personal income tax), which they will be able to receive in 2026.
