Child benefits in April 2025: another payment date and the appearance of a new benefit

In April, there will be several important changes for families with children related to social support from the state. The timing of calculating child benefits will change — payments will be received twice on different days. A new benefit for large families will also come into effect, which will allow you to buy second homes at a reduced mortgage rate. In addition, starting from the beginning of the month, the amount of social pension accrued in case of loss of the breadwinner will increase. When will the child benefits arrive in April 2025

Usually, the Social Fund of Russia (SFR) charges most child allowances to families on a single day, on the 3rd of each month. However, in April, social payments under programs to support families with children will be made twice — at the beginning and at the end of the month. This applies to the following child allowances assigned:

— child care;

— in connection with the birth and upbringing of a child;

— for the child of a conscripted serviceman;

— in connection with the birth or adoption of the first child.

The change in the schedule of child benefit payments occurred in connection with the upcoming May holidays, which in 2025 will be held in two stages.:

— from 1 to 4 May — on the occasion of Spring and Labor Day;

— from May 8 to May 11 — in honor of Victory Day.

Child benefits will no longer be taken into account when concluding social contracts.

Since public holidays fall at the beginning of May, the SFR postponed the date of accrual of benefits to April. Accordingly, this year's children's payments for March will arrive on Thursday, April 3. Child allowances for April will be credited on Wednesday, April 30.

New benefit for families with children from April 1, 2025

In December 2024, Russian President Vladimir Putin proposed expanding family mortgages into the secondary real estate market. The Ministry of Finance supported the decision of the head of state, announcing the adjustment of the preferential program.

According to the new rules, starting from April 1, 2025, families with children will be able to take out a mortgage at 6% for secondary housing in cities where no more than two apartment buildings are being built. You will be able to use the updated family mortgage if the following conditions are met:

— there is a child in the family up to and including six years old;

— the house where the apartment is being purchased must be at least 20 years old;

— mortgage housing should not be recognized as emergency;

— it is forbidden to buy an apartment from interdependent persons, which include parents, spouse, children, brothers/sisters;

— it will be possible to purchase housing at a discounted rate only once.

It is also important to take into account that the mortgage apartment must be located in an apartment building within the boundaries of settlements with the status of a city. Analysts of Dom.The Russian Federation has compiled a list of regions in which preferential family mortgages for secondary sale will be most in demand. The list includes more than 900 cities, including Murmansk, Vorkuta, Gelendzhik, Tuapse, Norilsk, Komsomolsk-on-Amur, Pereslavl-Zalessky, Nazran, Ukhta, Yeniseisk and many others.

The list contains cities from almost all Russian regions. Most of the cities suitable for preferential mortgages are located in the following regions:

— DNR — 51;

— LNR — 36;

— Sverdlovsk region — 36;

— Vologda region — 29;

— Chelyabinsk region — 25;

— Perm Region — 24;

Significant increase in child benefits from February 1: to whom and by how much

In February, child allowances will increase by 9.5%

— Tver and Nizhny Novgorod regions — 22 each;

— Krasnoyarsk Territory, Irkutsk Region — 20 each;

— The Republic of Tatarstan, Vladimir and Kaluga regions — 18 each;

— Tula, Kemerovo and Kirov regions — 17 each;

— Krasnodar Territory, Ivanovo Region — 16 each;

— Pskov, Astrakhan, Murmansk, Rostov and Bryansk regions — 15 each.

Family mortgages for secondary housing can also be issued in eight cities of the Kursk region and Crimea. Moscow, St. Petersburg, the Moscow region and the Leningrad Region do not participate in the updated state program. Preferential loans for families will be valid until 2030.

Indexing of child benefits: to whom and by how much was indexed

Starting from April 1, social pensions will be indexed by 14.75%. This increase will affect:

— children with disabilities;

— children who receive a survivor's pension, provided that the deceased parent did not have insurance experience.

Several categories of Russians will receive a tangible increase at once

The indexation will be carried out on the basis of the decree of the Government of the Russian Federation dated 03/07/2025 No. 287. The amount of the social disability pension in 2025, excluding district coefficients and after indexation from April 1, will be:

— for the disabled from childhood of group I and children with disabilities - 21 177.59 rubles;

— for the disabled of group I and the disabled since childhood of group II — 17,648.24 rubles;

— for the disabled of group II (except for the disabled since childhood) — 8824.08 rubles;

— for the disabled of the III group — 7500.53 rubles.

The indexed payout for children who have lost one parent will amount to 8824.08 rubles. In case of loss of both parents, the increased payment amount will amount to 17,648.24 rubles.

The amount of the payment can also be increased due to regional coefficients, which are set in regions with special climatic conditions — in the Far North or an equivalent area. In such subjects, the coefficient can vary from 1.1 to 2.

The amount of the social pension is multiplied by this coefficient, which increases the amount of payment. For example, in the Chukotka Autonomous Okrug, the district coefficient is two, so the payment to a child who has lost one parent will be twice as much and will amount to 17,648.16 rubles.
