Weighted average price per sq.m. The cost of new buildings in the mass segment of Moscow in the first quarter amounted to 341 040 rubles. During the quarter, the indicator increased by 5.1%, according to data from Metrium, which was reviewed by Izvestia on April 10.

According to experts, in the first quarter of 2025, 17 thousand lots were exhibited in the primary market of the mass segment (-16.4% for the quarter, -16.8% for the year) in 94 projects, where 15.5 thousand were apartments and 1.6 thousand apartments.

In the structure of the supply by type of finish, the share of the supply of formats with a clean finish increased (18.5%, +2.8 percentage points (percentage points) per quarter) and without finishing (34.1%, +3.2 percentage points per quarter). The share of the finished product offer decreased by 5.9 percentage points in three months and amounted to 47.4%. Analysts noted that the maximum share of the supply without finishing was recorded (34.1%) for the entire period, starting from the third quarter of 2020, when the share of the exposition without finishing was 35.1%.

Yaroslav Gutnov, the founder of SIS Development, clarified that the trends in the supply structure are largely determined by the demand structure.

"In the first quarter of 2025, some leading developers offered apartments at attractive prices both in new buildings and in existing ones, and also developed new installment programs, which stimulated demand. Customers actively purchased finishing options, therefore, with an increase in their share in the demand structure, such supply is being exhausted against the background of the lack of new project launches," he said.

In the first quarter of 2025, not a single project was launched in the market of mass new buildings in the capital, and construction of only five new buildings began in existing projects.

"Last quarter saw a record low number of mass housing starts in the entire history of the market. This is due to the fact that the high key interest rate and the curtailment of preferential mortgages have particularly seriously affected the segment of affordable housing. However, the market situation is gradually stabilizing: Klyuch has reached a plateau, family mortgage fees have been reduced, and there are more interest-free installments. This has already led to an upward correction in prices — the recession of last year has been recouped. I believe that the number of launches will increase in the second quarter, as demand has begun to grow, although it does not reach peak values," explained Ruslan Syrtsov, Managing Director of Metrium.
