The State Duma announced a new scheme for pension indexation in 2026

In 2026, a new procedure for indexation of insurance pensions will come into force in Russia, according to which Russians will receive additional increases to payments. This was announced on April 8 by Sergei Gavrilov, Chairman of the State Duma Committee on Property, Land and Property Relations (KPRF faction).
"There is a lot of talk about the double indexation of insurance pensions starting from January 1, 2026. It is stipulated by law that in February payments will be recalculated taking into account past inflation, and in April they will add more depending on how much money has been collected in the Social Fund of Russia," the chairman said in an interview with TASS.
He added that an additional surcharge is possible if average salaries turn out to be higher than the inflation rate. However, the level of the allowance is limited and depends on the amount of real income that is allocated to pensions.
"Let's say in 2025 a person receives an insurance pension in the amount of 23,000 rubles. If inflation is 5%, starting from February next year, the pension amount may rise to 24,150 rubles. In April, provided that the fund's income allows for the addition of another 2%, the amount will increase to about 24,633 rubles. As a result, the actual increase for the year will be around 1,633 rubles," Gavrilov added.
According to him, with a constant increase in prices, this surcharge will not be significant. He explained that, probably, the purpose of the new scheme is to bring pension payments closer to changes in prices and salaries. In addition, Gavrilov noted that there would most likely be no sharp surcharges.
On the same day, the Social Fund of the Russian Federation reminded that in 2025, Russians need to reach a set retirement age, as well as at least 15 years of insurance experience and have at least 30 pension coefficients in order to receive an insurance pension. It was clarified that this year the general retirement age for men is 64 years and older, and for women — 59 years and older.
