They want to increase the amount of the one-time payment exempt from personal income tax to an employee for the birth of a child from 50 thousand to 1 million rubles. As Izvestia found out, such a bill will be submitted to the State Duma on April 7 by the LDPR faction headed by Leonid Slutsky.

"Almost 19 years have passed since the amendment of paragraph 8 of Article 217 of the Tax Code of the Russian Federation to the norm on exemption from personal income tax of lump-sum payments (including in the form of financial assistance) to employees in connection with the birth of children. Since that time, the maximum amount of payments per child has not changed, although prices, especially over the past three years, have increased significantly. This affects the application of the norm in question, including with respect to income received in kind," the explanatory note to the draft law, which is available to Izvestia, says.

According to the authors of the initiative, the measure will be a good help for young parents, will allow employers to support their employees as much as possible during the period when a baby appears in the family.

"The norms of tax legislation in this matter have not changed for 19 years, although prices, especially over the past three years, have increased significantly. Parents do not receive significant amounts that would greatly help them," Slutsky explained.

Currently, every employer can voluntarily provide financial assistance to their employees in connection with the birth or adoption of a child, the employer determines the amount of such payment independently, however, a 13% tax is deducted from an amount of more than 50 thousand rubles. This provision in the Tax Code of the Russian Federation was adopted back in 2006 and has not changed during all this time.

On March 27, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, spoke about the scale of payments for large families and families with children. The MP noted that since 2007, more than 14 million families have received maternity family capital (MCI). In addition, families with more than 10 million children receive a single child benefit. Starting this year, working parents with two or more children form family payments from the paid personal income tax (personal income tax), which they will be able to receive in 2026.
