The State Duma is discussing the idea of transferring schoolchildren to specialized institutions for bullying other children. This was announced on April 5 by the author of the initiative, Chairman of the Duma Committee on Youth Policy Artem Metelev.
"It is necessary to consider either sending him to a special institution that has been created today for such children, or a possible format for home schooling — this is also one of the forks that is currently being finalized. Perhaps we will follow the path of the right to send such a category of children to specialized institutions," he said in an interview with TASS.
According to him, the bill provides for measures of responsibility not only against aggressors, but for all those who engage in bullying on an ongoing basis, including the possibility of changing their education format and involving parents in the process, clarifiesГазета.Ru ".
Metelev noted that in the case of systematic bullying by a child, despite the individual preventive work already carried out with him, situations should not be allowed in which the aggressor can "poison the atmosphere for all other children." According to him, such actions of one child violate the rights to the educational process of other students.
On March 26, the Ministry of Education of the Russian Federation developed a memo on countering physical and mental violence and bullying in schools. According to the agency, in the near future, the materials will be sent to schools, colleges and additional education organizations in all regions of Russia, and educational and consulting events will be organized there.
