Over the past year, the number of projects with apartments in the elite and deluxe segment in Moscow has decreased by 33%. At the same time, the market for mass and business class new buildings remains stable. In general, the number of projects involving apartments in Moscow has decreased, according to data from Metrium, which was reviewed by Izvestia on April 1.
In general, across all segments of the Moscow market, there has been a significant drop in the number of apartment projects: from 98 in February 2024 to 84 in February 2025, which is 14%.
"The transfer of apartments to the status of apartments is a rather complicated process that requires careful compliance with all legislative norms. Developers must provide a complete package of documents confirming that the facility meets all the requirements for residential premises. This includes not only technical specifications, but also the availability of the necessary infrastructure. However, the efforts are paying off," said Olga Guseva, CEO of KEY CAPITAL.
In the mass segment, the number of projects of massive new buildings, including apartments, decreased by three projects: from 18 to 15 from February 2024 to February 2025. The volume of supply in terms of the number of apartments fell by 23% — from 2 thousand to 1.6 thousand.
At the same time, the number of projects offering apartments in business class remained unchanged for the year - 33. The volume of supply in terms of the number of such lots reached 3.8 thousand.
In terms of premium apartments, the number of projects has decreased: from 18 in February 2024 to 12 in February 2025, that is, by a third. The number of properties for sale decreased from 530 in February 2024 to 360 in the last winter month of this year.
The reduction in the supply of apartments in the high-budget segment market was 33%: the number of projects fell from 27 to 18. The number of apartments on sale remained virtually unchanged over the year, remaining at about 450 premises.
"Recently, there has been a clear trend in the luxury real estate market: developers are increasingly seeking to convert apartments into housing status. Apartments provide greater legal protection, including the right to permanent registration. This is an important factor for buyers of high—budget real estate," said Ekaterina Borisova, Director of Development at Rariteco.
Ruslan Syrtsov, Managing Director of the Metrium company, added that, despite the fact that so far the decision of the Moscow authorities to actually stop the construction of apartments has not significantly affected the volume of supply in the mass and business segment, in the near future buyers will face limited choice in this format.
"This will create certain difficulties for those who planned to save money on buying real estate in Moscow and for whom the status of the premises was not of fundamental importance. It may be worth considering the option of continuing the construction of apartments, but exclusively for rental. This would reduce the tension in the rental market," he added.
Earlier, on February 5, it was reported that almost half of the Russians surveyed linked their plans in 2025 with the solution of the housing issue. One in eight (12%) plans to start saving and saving money to buy a home, 10% of respondents plan to sell an apartment, according to the results of a study by Level Group.
