The State Duma recalled the laws coming into force on April 1.

Starting from April 1, a number of new legislative measures will come into effect in Russia, for example, on the admission of migrant children to schools and the fight against telephone fraud. Chairman of the State Duma Vyacheslav Volodin announced this on March 29.
"Migrant children will not be accepted into schools without knowledge of the Russian language. For them, upon admission to a general education organization, a mandatory check of the legality of their stay in our country, as well as their level of proficiency in the Russian language, is introduced," Volodin's Telegram channel says.
He pointed out that such measures are important both for the adaptation of the child himself and the successful study of the educational program, as well as for his classmates and teachers.
In addition, new measures to combat phone fraud have been introduced since April 1. Now one person cannot have more than 20 SIM cards. A unified federal program of educational work in children's camps will also begin to operate. The children will be taught traditional spiritual and moral values. Social pensions will be indexed by 14.75%. The increase is calculated according to the growth rate of the living wage for pensioners in 2024. Such pensions are awarded to people with disabilities who have lost their breadwinner, as well as those who do not have enough work experience to receive an insurance pension or none at all.
In addition, the issuance of risky mortgage and car loans will be limited — the Central Bank of Russia will be able to set limits in these areas for credit and microfinance institutions.
Earlier, on January 12, Olga Vasilyeva, President of the Russian Academy of Education, said that the law on testing migrant children's knowledge of the Russian language before enrolling in schools would help improve the quality of the entire education system in the Russian Federation.
