Foreign companies that have left the Russian market should not be given the right to return. This opinion was expressed by Nikolai Arefyev, First Deputy Chairman of the State Duma Committee on Economic Policy, on Friday, March 28.

Earlier in the day, The Korea Times newspaper wrote that the Korean companies Hyundai, LG and Samsung are considering the possibility of returning to the Russian market, RT reports.

LG Electronics has already partially resumed work at its factory of electronic devices in Moscow, according to 360.ru . Participation in the Russian sector is also demonstrated by HD Hyundai Electric, which plans to present its developments through a local distributor at the Electro-2025 exhibition.

According to media reports, HD Hyundai Electric subsidiaries Kia, Hyundai Mobis and Hyundai Steel have posted vacancies in Russia, which indicates a high chance of resuming operations. Samsung Electronics is also considering the possibility of returning to Russia.

"I think there is a technical and financial readiness. We will be ready to accept the new plants that we had before. The only thing is that our SWIFT system is disabled, and for now it will be quite difficult to conduct transactions through our Mir payment system, then they will need to join our payment system," Arefyev said in an interview with Lenta.Ru .

He added that if they join the Mir system, they may also be sanctioned.

"They left, we need to punish them and not return them. They left today, they will leave again tomorrow, and our labor market will fluctuate because of this...> We need to take political measures and not be happy that they want to return," he concluded.

Earlier, on March 26, U.S. Treasury Secretary Scott Bessent said that the United States allows the possibility of restoring Russian banks' access to the international SWIFT system if it contributes to the peaceful settlement of the Ukrainian conflict, reports NSN.

At the same time, he stressed that Washington reserves the right to both weaken and strengthen sanctions pressure on Russia, depending on how the settlement process progresses. 360.ru .

VTB CEO Andrey Kostin noted on March 19 that SWIFT is no longer needed by anyone, Russia and other countries have modern payment systems. However, he added that it may be easier for exporters to settle in dollars, so if sanctions are eased, there may be a "rollback to old methods."
