Fines will be imposed on bloggers for advertising on social networks without registering with Roskomnadzor.

In Russia, fines will be imposed for advertising on social networks without registration with Roskomnadzor. They will be received by those citizens who, having more than 10 thousand subscribers, did not fulfill the requirements for official registration, but posted paid posts. As Izvestia found out, such legislative amendments may be adopted on March 25 by the State Duma as part of consideration of the draft law "On Amendments to Article 12 of the Law on Countering Extremist Activities" and the Law On Advertising.

"We are introducing liability for advertising distributors for violating the requirements that came into force in January of this year. In particular, we are talking about the fact that the account owner, who has more than 10 thousand subscribers, does not have the right to advertise if he does not have registration in the Roskomnadzor registry. Now they will face fines for non—compliance with this requirement," Anatoly Vyborny, deputy chairman of the State Duma's security committee, told Izvestia.

According to the document that Izvestia has, amendments are being made to Article 38 of the law "On Advertising", based on the norms of the Administrative Code, which impose liability for non-compliance with it to individuals. Now, for the placement of such advertising, a fine of up to 2.5 thousand rubles will be threatened, officials — up to 20 thousand rubles, and legal entities — up to 500 thousand rubles.

As explained to Izvestia in the State Duma, the new rules have found support and have been agreed with the Ministry of Economic Development, the Ministry of Finance, the Ministry of Finance and the Federal Antimonopoly Service.

Facebook Instagram and Facebook, as previously reported by Izvestia, will be banned by the same bill from advertising on unwanted foreign information resources such as Instagram and Facebook (social networks belong to Meta, whose activities are recognized as extremist and banned in the Russian Federation), as well as Twitter, and will be fined for violating this requirement.

Earlier, on March 17, it was reported that the Telegram messenger faces a fine of up to 4 million rubles if it refuses Roskomnadzor's demand to remove prohibited sets of stickers. Roskomnadzor noted that two sets of stickers containing Nazi and extremist symbols were entered into the Unified Register of Prohibited Information based on a court decision.
