Dislikes, unsubscribes: which channels will be excluded from the register of bloggers

Roskomnadzor has approved the procedure for including popular channels in the register, as well as the conditions for excluding them from it. The document will come into force tomorrow, January 10, 2025. According to the RKN order, owners of accounts with 10,000 subscribers or more must apply for inclusion in the register. Otherwise, they will not be able to place advertisements on their pages or repost posts of other channels. The reasons for which a blogger can be excluded from the register are specified. New obligations of bloggers and social networks

From 2025 bloggers with an audience of 10 thousand subscribers and more must report to Roskomnadzor their data for identification. Only after that they will be able to earn on the blog: to place advertising, advertise themselves and receive donations from users. The order of inclusion will come into force as early as January 10.

In the accompanying documents to the project lists the social networks affected by the new rules. We are talking about platforms Likee, TikTok, Twitter, YouTube, VKontakte, Odnoklassniki, Telegram, LiveJournal, Pikabu, Pinterest, Rutube, Zen, Twich, Discord, Yappy.

At the same time, Instagram* and Facebook* blocked in the Russian Federation were not included in the register, because in March 2022 the Meta company, which owns these services, was recognized as extremist, and the social networks themselves were blocked. It should be noted that TikTok has been blocking the main functions for Russians since March 2022: they cannot publish new videos, conduct broadcasts and watch clips from other countries.

In addition, the new norms also oblige the owners of accounts with an audience of more than 500 thousand visitors per day to provide information about users at the request of Roskomnadzor or the FSB.

The creation of the register of bloggers became known in the summer of 2024, when Federal Law No. 303-FZ of August 8 was adopted, and from November 1, the authors of popular channels began to submit information about themselves to Roskomnadzor.

From January 10, 2025, the approved procedure for forming and maintaining the register of bloggers will come into force. The rules of exclusion from the register are also specified: channels that violate the law or no longer meet the requirements of Roskomnadzor will be removed.

Among the reasons are distribution of information prohibited in Russia, such as extremist content, violation of labeling rules and reposting of publications from channels that are not included in the register. Also, channels with an audience of less than 10 thousand people will be deleted if this figure remains unchanged for three months.

According to the document, Roskomnadzor is obliged to make decisions on the exclusion of pages from the register within three working days. The authors of the pages will be notified about it through the portal "Gosusgoservices" or e-mail specified during registration. After the elimination of violations or in the recruitment of subscribers, the owners of channels will again be able to apply for inclusion in the list.

Russian companies will be prohibited from advertising on the pages of bloggers who have not submitted information about themselves to Roskomnadzor. The RKN list: what information must be included in the register

According to Roskomnadzor's proposals, the following information is proposed to be included in the register. This information is not published in the public domain:

• The name of the personal page and its address on the Internet;
• Data about the user of the social network (for individuals - Russian citizens - surname, first name and patronymic, for foreigners - also surname and country of residence, for legal entities - name of the organization, legal form, registration number, for IE - surname, first name and patronymic, as well as registration number, for foreign companies - name, country of registration, tax identifier and (or) identifier in the trade register of the country of registration);
• Phone numbers and e-mail addresses of the owner of the page in the social network, which were used when creating the page and are used when maintaining it. This information should also be provided to the people who post information on the page, i.e. administrators;
• IP address of the computer from which the user as well as the administrator registered in the social network. The IP addresses of the devices from which the page was created and maintained will also be required.

This information can be sent both through the official website of Roskomnadzor, and apply through "Gosusgoservices". The blogger has only three days to send the information from the moment when the number of subscribers on his page reaches 10 thousand people. Roskomnadzor has seven days to check the information, and another three days to add the blogger to the register. Notification of inclusion in the list will be sent by e-mail.

Within two days after inclusion in the register, the author of the social network must place a note and a hyperlink in the description about inclusion in the RKN register.
