Systemic measures to support exporters in regions and specific industries need specific additions, Chairman of the State Council Commission on International Cooperation and Export, Governor of the Arkhangelsk Region Alexander Tsybulsky said in an interview with TASS. Specifics of supplies

The issue of support measures has long been on the agenda, Irina Sozdatel, Vice President of the Association of Exporters and Importers (AEI), noted in an interview with Izvestia.

— The Association of Exporters and Importers has repeatedly stressed the need for a clear categorization of product groups and a differentiated approach to export promotion. If we really strive for systemic growth, it is necessary to take into account the specifics of various industries," she said.

For example, heavy metallurgy enterprises, manufacturers of various categories of goods, and representatives of the agro-industrial complex require different support and financing tools. In order to effectively stimulate the market, it is important to identify key niches, interact with relevant associations and analyze what measures specific manufacturers lack, the expert noted. In her opinion, it is only on the basis of such data that targeted support programs can be developed that can have a real effect.

Of course, there are universal measures that are suitable for everyone, such as participation in international exhibitions. However, in the case of product certification, the approach should be individual, since the requirements of this process and its costs vary depending on the industry.

— In this context, we fully support the initiative of the Governor of the Arkhangelsk Region to introduce specific incentive mechanisms. This will not only increase the competitiveness of domestic goods in foreign markets, but also significantly accelerate the development of export—oriented companies," explained Irina Sozdatel.

In addition, according to her assessment, the state commissions created by presidential decree are designed to solve such tasks. Their main goal is not just to formally support businesses, but to deeply understand the specifics of various sectors of the economy and adapt support measures to the real needs of entrepreneurs. This approach can really give a powerful impetus to the development of exports.

Types of support

Current systemic support measures include compensation for transportation costs, support abroad — in particular, compensation for certification, promotion, and after-sales service, Dmitry Zemlyansky, director of the Center for Spatial Analysis and Regional Diagnostics at the IPEI RANEPA, told Izvestia.

— Continued support for compensation for export loans from commercial banks (but only for loans issued before 2019). At the same time, there is a set of restrictions and filters for obtaining each measure. For example, in terms of compensation for transportation costs, support is provided for products of mechanical engineering, forestry, and agriculture," he said. — Each region is characterized by a set of specific industries that do not always fall under the developed system tools.

At the same time, in 2024-2025, the problem with the export of coal to the east from the regions of Siberia has sharply worsened. According to the expert, this threatens to create full-fledged crisis situations in several regions, especially in Kuzbass. And here we need to develop specific measures, which are already being discussed in the government, to support exports through ports in the south of the European part of the country and the Northwest. Although, in general, the main federal priority for export support is non—primary and non-energy exports, if specific new support is not provided now, a very difficult situation can arise in the coal regions.

— The same situations happen in other territories, — Dmitry Zemlyansky noted. — There is still a problem with the export of fuel pellets, which are produced in the regions of forest specialization in the North-Western Federal District. This industry, which underwent deep modernization until 2022, was almost entirely focused on the market of the European Union countries.

According to him, manufacturers are unable to refocus on China, not only because of the increased shipping leverage, but also because in China these products are not fuel, but waste, which means they are subject to import restrictions. It needs to be solved through intergovernmental contacts, special agreements, and not just through financial support.

In almost every region, examples can be found where a point-by-point adjustment of existing mechanisms or non-financial measures aimed at removing institutional restrictions are needed.

At the same time, it is necessary to solve problems with calculations, Vladimir Markov, General Director of Technonicol, noted in an interview with Izvestia. According to him, even with partners from friendly countries, there are difficulties with payment. Many of them, although they do not impose sanctions, are forced to comply with them due to pressure from Western countries. This creates additional barriers to exports.

— A cautious approach to opening production facilities in Asia is needed. Although the idea of localizing production in Asia may seem attractive, in the current environment it is fraught with risks. Political and economic instability, as well as difficulties with calculations, make this step premature," he said.

In his opinion, the development of infrastructure for exports is also required. Builds and develops logistics infrastructure, including ports, railways, and storage facilities. This will reduce costs and speed up the delivery of products to end users.

The development of communication routes and storage facilities can potentially strengthen the positions of Russian export companies, Alexey Rogov, Director of the Export Markets Department at Valenta Pharm, confirmed to Izvestia.

For many exporters, access to preferential financing and export risk insurance is important, Pavel Ozerov, co-owner of insurance broker Mainsgroup, told Izvestia. The expansion of credit and insurance programs can help businesses minimize risks and increase the volume of exports of our products to other countries.

In addition, exporters from the regions currently have a shortage of information support regarding the passage of various control measures, Kirill Lysenko, analyst for sovereign and regional ratings at Expert RA, added in an interview with Izvestia. In particular, we are talking about various aspects of non-tariff regulation such as labeling rules, sanitary and phytosanitary requirements.

— The Russian Export Center (REC) regularly works to provide information on how to work with this, they have their own exporting school and a large number of information materials. However, so far, the degree of information awareness of exporters in a number of regions about the differences in requirements in the markets of different countries remains weak, which makes it difficult to diversify product sales, the expert believes.
