They want to establish uniform social benefits for the participants of the SVO. As Izvestia found out, such a bill will be submitted to the State Duma on March 18 by deputies of the Fair Russia — For Truth faction led by Sergei Mironov.

"The bill was developed in order to establish unified measures to support participants in a special military operation conducted in the territories of Ukraine, the Donetsk People's Republic (DPR) and the Luhansk People's Republic (LPR) from February 24, 2022, as well as in the territories of the Zaporizhia region and the Kherson region from September 30, 2022, and their family members," — It is stated in the explanatory note to the document, which is available to Izvestia.

It notes that at present, the level of support measures provided by the state authorities of the constituent entities of the Russian Federation for participants in their military operations differs significantly depending on the region of residence of a citizen participating in a special military operation.

"The existing differences in the measures provided by the regional authorities to support participants in a special military operation and their family members give rise to differences in the social status of military personnel, volunteers and other participants in their military operations, creating an unfavorable environment," the document says.

This draft federal law establishes uniform measures for all regions of Russia to support members of the CBR and their family members. Among them, the authors of the initiative include: exemption from payment of transport tax for one vehicle, provision for gratuitous use of a land plot owned by the state or municipal authorities, compensation for part of the cost of housing and utilities, as well as part of the fee for capital repairs, granting the right to early enrollment in a state educational organization, implementing a pre-school education program , etc .

Commenting on the initiative, Sergey Mironov recalled that the first problems related to unequal social support for the participants of the SVO arose three years ago.

"Even then it became clear that its level was very different depending on the financial capabilities of a particular region. This raises questions both then and now. At meetings with voters, I constantly hear absolutely true words that, they say, all our volunteers and military personnel fight the same way, and the benefits in each region are different," the politician explained the need for the bill.

Chairman of the State Duma Vyacheslav Volodin announced on February 22 that the State Duma would consider as a matter of priority 26 bills on the support of ITS participants and their family members, eight of them were adopted in the first reading. It was clarified that among the approved initiatives is the issue of simultaneous receipt of two pensions for participants in the fighting in the Lugansk and Donetsk People's Republics.
