In 2024, the Republic of Ingushetia became the leader in the frequency of CTP insurance claims with a score of 7.8%. The Republic of Dagestan took the second place with a frequency of 7.6%, before they led the ranking for two years in a row. This was stated on March 17 in a message from the Russian Union of Motor Insurers (RSA), which was received by Izvestia on March 17.
Next in the ranking are the Primorsky Territory, the Novosibirsk Region, the Republic of Sakha and the Khabarovsk Territory, as well as the Kaliningrad Region, Moscow and the Republic of Tatarstan. In these and 21 other regions, the frequency of CTP insurance claims is higher than the national average (4.6%; remained at the same level as in 2023). The lowest frequency was recorded in the Chukotka Autonomous Okrug (1.8%), the Republic of Crimea (3.1%) and the Nenets Autonomous Okrug (3.2%).
The RSA noted that in Moscow, where the level of drivers with minimum KBM (careful driving) coefficients is the best in Russia, however, the frequency of insurance claims increased by 0.6% compared to 2023. Over the year, the capital has risen from 13th to seventh place in the ranking.
"The frequency of insurance claims for CTP is an indicator that indicates the problems of high accident rates in the regions. If this indicator is growing or staying at a high level, then this may indicate a variety of problems in certain regions: from problems with road safety to high risks of fraud in CTP," said Evgeny Ufimtsev, head of the RSA.
On March 5, it was reported that in the first two months of 2025, 4.6 million e-CTP policies were sold in Russia, which is 25.8% more than a year earlier. The share of e-CTP accounts for 70% of all compulsory motor insurance policies sold during this period. The top 10 regions for sales of e-CTP policies, which included Moscow, the Moscow Region, the Krasnodar Territory and St. Petersburg, account for 41.5% of all policies sold.
Prior to that, on February 26, the RSA announced the postponement of the start of the experiment to launch the verification of the presence of CTP through traffic cameras on June 30, 2025 from March 1. During the approval of the project, questions arose that required additional coordination and time for the experiment to work correctly.
