Russian motorists may from now on draw up road accidents electronically using an insurance company's mobile application and the information systems of the Russian Union of Motor Insurers. The details are in the Izvestia article.

Accident in the phone

In Russia, the new rules of registration of road accidents without the participation of traffic police officers came into force. The federal law on amendments to the law "On CMTPL insurance", adopted by the State Duma in late January, signed by Russian President Vladimir Putin. Previously, it was possible to independently formalize an auto accident and draw up a notice only through the mobile applications "Gosusgoservices. Auto" and "MTPL Assistant". Now the list of digital platforms, with the help of which the participants of the accident can without involving police officers to formalize the accident, has been significantly expanded.

According to the new rules, the participants of a road accident, in which there are no victims, can send to the portal "Gosusligi" electronic notification of a road accident without calling traffic police officers using applications or websites of insurance companies or "using information systems of a professional association of insurers in the form established by the Bank of Russia". These resources can be accessed through the Unified System of Identification and Authentication (USIA).

As Anatoly Aksakov, head of the State Duma Committee on Financial Market, stated earlier, these changes in the legislation "will speed up and optimize the process of settlement" of road accidents. The Ministry of Finance noted at the stage of discussion of the relevant amendments in Parliament that they would reduce the number of cases of insurance fraud in the registration of accidents.

Expanding opportunities

The legal innovation will significantly expand the range of car owners who will be able to use the service "Registration of Europrotocol online", according to the Russian Union of Auto Insurers (RUA). Insurance companies are extremely interested in providing this service in their applications, the Union emphasizes.

- This is aimed at the development of electronic digital services in insurance, so it is convenient for the victim both in the execution of documents on the accident without the participation of the traffic police, and in the further steps required to obtain insurance compensation, - told "Izvestia" in the press service of RAMI.

The entry into force of amendments to the law "On CMTPL insurance" not only expands the possibilities of registration of small auto accidents by their participants, but also allows car owners to manage their insurance history from the phone, noted in the organization.

- Motorists have the opportunity to perform all the actions necessary to conclude new contracts, renew contracts after their expiration, registration of documents about the accident in the framework of the procedure "europrotocol", and all this in one application, which developed and supported by the insurance company, - explained in the RAMI.

"Digital" - in the masses

The possibility of registration of an accident through the mobile application of the insurance company is a logical continuation of similar functions on the platforms "Gosuservis. Auto" and "Assistant MTPL", believes Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation.

- The adopted changes are designed to increase the popularity of "europrotocol" among drivers, as well as to make more convenient and easier the procedure of independent registration of accidents by drivers. This is an additional way to avoid standing on the roadway waiting for traffic inspectors in case of a minor accident," he told Izvestia.

In the conditions of active digitalization of various spheres of life, the appearance of additional opportunities for drivers on electronic and digital registration of accidents is an absolute plus, says Valery Soldunov, a member of the Public Chamber of the Russian Federation, chairman of the All-Russian Society of Motorists. At the same time, he does not exclude the possibility of some "failures and rough edges" in the work of the new services.

- At the initial stage, certain malfunctions and inconsistencies are quite possible. However, it is obvious that the process of digitalization is necessary, including in the mechanisms and rules of registration of road accidents," he believes.

Give only a deadline

Maxim Kadakov, editor-in-chief of the Za Rulem magazine, is sure that any additional opportunities for registration of car accidents and insurance claims are useful for motorists. However, he doubts that they will immediately become in demand among drivers.

- In fact, now we are only at the very beginning of the road to universal digitalization. And for many drivers, especially for people of age, the possibility of registration of an accident without traffic police officers is unusual in itself and, in a sense, not comfortable. And with smartphones and mobile applications people of the older generation are often on "you". And here they are offered to draw up a document on this gadget, on which, among other things, the payment of insurance depends. What if I don't check a box or press something wrong on the screen? And all this happens under conditions of high stress after the accident. I doubt that the new opportunities for registration of the accident will quickly become popular among motorists, - believes Maxim Kadakov.

At the same time, the expert emphasizes that the possibilities and methods of "digital" registration of road accidents can and should be developed and expanded. First of all, with a view to the future, when paper certificates and notices will be perceived as a relic of the past, he said.

Coefficients slow down the protocol

Anton Shaparin, vice-president of the National Automobile Union (NAU), calls the existing "bonus-malus" coefficients (PBM), which take into account the accident history of each driver and significantly affect the cost of CMTPL insurance, a serious factor that hinders the simplified registration of accidents by drivers without traffic police officers. According to him, they are so imperfect that it is often more economically advantageous for the perpetrator of a minor accident to compensate for the damage caused than to draw up a "Europrotocol".

- Any, even the smallest scratch on someone else's car sharply increases the KBM for the culprit. And to return to the "pre-accident" level of this coefficient, the driver will have to drive for eight years without a single incident. Otherwise, it will increase even more, which means that CMTPL insurance will become much more expensive," Anton Shaparin told Izvestia.

In addition, the current method of calculating the cost of insurance does not take into account the amount of damage caused by the perpetrator of the accident, said the vice-president of the NAC. A slightly dented bumper or a scratched fender, and a car smashed to pieces equally affect further changes in the KBM for the perpetrator of the accident, he emphasized.

- Simplified registration of road accidents, including due to new tools that have now appeared, will be popular with motorists only after a radical revision of the existing methods of calculating the cost of CMTPL insurance on the basis of the "accident history" of drivers, - Anton Shaparin is sure.
