The largest share of car owners who have the maximum discount for accident-free driving under CTP by the end of 2024 was recorded in Moscow. This is stated in the message of the Russian Union of Motor Insurers (RSA), which was received by Izvestia on March 14.
As explained by RSA President Evgeny Ufimtsev, the maximum discount for accident-free driving can be obtained, for example, by those who have not been the cause of an accident for 10 years. So, in Moscow, 50.2% of drivers have the maximum discount, which is 3.4 percentage points more than in 2023. St. Petersburg came in second place with the share of drivers with a minimum BMD of 47.2%, and the Moscow Region came in third (45.1%). The number of accident-free car owners has also increased in these regions.
Next in the ranking are Perm Krai, Leningrad, Novosibirsk and Ryazan regions, as well as the Republic of Karelia. Tyumen and Vladimir regions complete the top ten. The least number of car owners with the maximum discount for trouble-free driving lives in the Republic of Crimea (4.2% of drivers). The Republic of Dagestan, Sevastopol, the Chechen Republic and the Republic of Tyva are also at the end of the ranking.
The average share of car owners in the Russian Federation with the maximum CTP discount last year was 35.8% compared to 31.1% in 2023. As Ufimtsev explained, the low proportion of such drivers in the region may indicate problems such as insufficient discipline of motorists, low level of their professional training, low control by the authorities responsible for road safety, as well as the use of unfair practices to benefit from insurance claims.
On March 5, it was reported that in the first two months of 2025, 4.6 million e-CTP policies were sold in Russia, which is 25.8% more than a year earlier. The share of e-CTP accounts for 70% of all compulsory motor insurance policies sold during this period. The top 10 regions for sales of e-CTP policies, which included Moscow, the Moscow Region, the Krasnodar Territory and St. Petersburg, account for 41.5% of all policies sold.
On February 26, the RSA announced the postponement of the start of the experiment to launch the verification of the presence of CTP through traffic cameras to June 30, 2025 from March 1. During the approval of the project, questions arose that required additional coordination and time for the experiment to work correctly.
