Kovalchuk announced a significant reduction in the deficit of regional budgets

As of the beginning of 2025, the deficit of regional budgets in Russia has decreased sixfold compared to the previous year. This was announced on Friday, March 14, by Chairman of the Accounts Chamber Boris Kovalchuk.
According to him, last year the growth of regional incomes was more than 10%, and the growth of expenses was about 10.3%. Thus, consolidated budget revenues amounted to 24.5 trillion rubles. By the end of 2024, the total budget deficit of the regions amounted to almost 300 billion rubles, which indicates that the situation is balanced, he concluded.
"If we look at 2025, we discussed this, including during the parliamentary hearings that took place last fall, then revenues have increased to 25.35 trillion rubles, by almost a trillion, while the deficit of the consolidated budgets of 2025 is currently about 50 billion, so a sixfold reduction in the deficit compared to the fact last year," Kovalchuk said at a plenary session of the Federation Council.
The Chairman of the Accounting Chamber also pointed out that in 2024 there was a decrease in income tax receipts, but all the indicators were met anyway. In addition, the total national debt of the regions also decreased by 2.5%, Kovalchuk summed up.
A day earlier, Kovalchuk said that the audit authority had returned 95.9 billion rubles to budgets of all levels in 2024, which was a record. He also announced that the Accounts Chamber had completed all the tasks set for 2024.
