"A serious, terrible accident occurred yesterday on the road leading to Novy Oskol. Six people were killed, four were injured — three are still in hospital, one of them is in serious condition," he said in a video message.

Gladkov informed that doctors are doing everything to help the victims.

The governor also said that the driver of the minibus, who was driving, blamed himself for the accident.

"I wouldn't draw such conclusions because I understand the state of shock he was in. Dead residents lay around, and the words, of course, require double-checking. I think the investigating authorities will figure out the reasons," he concluded.
