Financier Kovalenko spoke about the increase in the cost of housing and communal services in July by 4-15%

On March 7, Yulia Kovalenko, Associate Professor of the Basic Department of Financial Control, Analysis and Audit of the Main Control Department of the City of Moscow at the Georgy Plekhanov Russian University of Economics, announced an increase in housing and communal services tariffs in July.

The expert stressed that the increase in payment amounts in January this year was mainly due to an increase in the cost of operating housing and communal services and inflation, as well as a seasonal increase in heat bills.

According to her, the main tariff increase from 4 to 15%, which will depend on the region of the country, will traditionally take place in the second half of the year, namely in July 2025.

"This is only part of the ongoing large-scale housing and communal services reform, which involves improving networks and improving the quality of services. It should also include improving the social support system, especially for low—income citizens," Kovalenko told the Prime news agency.

Earlier, on February 18, Minister of Construction and Housing and Communal Services Irek Fayzullin said that the Ministry of Construction and Housing and Communal Services considers it rational to introduce a single payment document for housing and communal services in the Russian Federation.

On February 21, it was reported that, taking into account the appeals of citizens, the Russian government decided to change the cost of electricity for homes heated by electrical appliances. Since 2025, the authorities have introduced differentiation of electricity tariffs. It is noted that the maximum monthly consumption in the first range was up to 3,900 kWh, in the second — from 3,900 to 6,000 kWh, and in the third — more than 6,000 kWh.
