The beginning of the second summer month in 2025 will again be marked by an increase in tariffs for utilities, electricity, water and gas supply. This has already happened on July 1, 2024, when the indexation was 9.8%. As before, price increases will vary in all regions of Russia and even in individual cities. Increase in the cost of housing and communal services in Moscow and the regions

The increase in the cost of utilities traditionally occurs on July 1. This did not happen in 2023 due to the fact that they were indexed earlier — in December 2022. The tariffs of 2025 are regulated by the decree of the Government of the Russian Federation, which was approved on November 15, 2024. At the same time, each region has its own index of changes in the cost of housing and communal services and maximum permissible deviations (in neighboring cities, the price increase may vary). The final decision on the increase in utility prices is approved by the heads of the regions.

In connection with the above, there is a situation where prices in one region increase, for example, by 5%, and in another — by 15%. In 2025, the highest price increase across Russia will occur in the Perm Region. Housing and communal services payments will increase by 21.1%, while the maximum deviation there is 4.2%. The lowest price increase will be observed in the Amur region (8.6%). In Moscow, this figure will average 15%.

In Moscow, the cost of utilities from July 1 will be:

— cold water supply will increase from 59.8 rubles to 65.77 per cubic meter;

— until June 30, the cost hot water will cost 272.14 rubles, and from July 1, 312.5;

— sanitation will increase from 45.91 rubles to 51.62;

— central heating will cost 3738.37 rubles (an increase from 3217.19).

How much will housing and communal services in St. Petersburg and the Leningrad Region rise in price from July 1, 2025

In the summer of 2024, the main utility tariffs in St. Petersburg were not indexed, but frozen until 2025. This year, the maximum cost of services in the northern capital can be increased by a maximum of 14.6%.

Like the Administration of St. Petersburg informs that the tariff increase will look like this:

— central heating will rise in price from 2111.4 rubles to 2425.79;

— water supply and sanitation from 36.54 rubles to 42.42;

— electricity supply from 6.19 to 6.97;

— natural gas supply from 8188.96 rubles to 9033.83.

Reasons for the increase in utility costs

One of the reasons for the increase in the cost of utilities was inflation. Another factor is the rising prices of materials, equipment, and services necessary for the smooth operation of utilities. It is also important to pay attention to the increased cost of gas and other resources. Their rise in price directly affects the cost of utilities.

In addition, there are more than 40% of utility networks in the country that need major repairs or complete replacement. In particular, according to the Federal Antimonopoly Service, the validity of utility tariffs will be assessed taking into account the fact that 1.5% of the revenue of resource supply companies should be targeted and directed only to the modernization of municipal infrastructure.

Which tariffs were increased in January 2025

Since January 1, 2025, the cost of maintenance and repair of residential premises, as well as major repairs, has already increased in some regions. For example, the price for major repairs in Moscow has increased from 25.58 rubles to 29.66 rubles per 1 sq. m. Since the first day of this year. In St. Petersburg, everything depends on the type of house (brick or panel, with or without elevator). In 2024, the cost ranged from 11.9 rubles per square meter. m to 12.99. In 2025, the range will be 12.45 — 13.59.
