The United States may agree to provide Ukraine with security guarantees, but it is still unclear what they might be, since potential guarantees should also be acceptable to the Russian side. This was stated by political scientist Nikolai Topornin on Friday, February 28.

"When, after discussing the agreement on rare earth metals, they started talking about more fundamental agreements, the president Of Ukraine Vladimir Zelensky said that if something more comprehensive is signed, then there should be security guarantees. For the country, this is a matter of paramount importance — what metals can be mined in the absence of security?" the political scientist said in a conversation with Lenta.Ru .

Topornin admitted that the agreement on rare earth metals may contain some declarative statements about the desire for peace and security, but Ukraine needs something more substantial and specific. According to the political scientist, the United States can provide such guarantees.

"The United States is now quite determined to resolve the conflict peacefully. And it is clear that the negotiations should result in agreements on security guarantees for both sides. But at the moment there are no practical proposals that would suit both Russia and Ukraine," concluded Topornin.

The day before, NATO Secretary General Mark Rutte announced his readiness to provide billions of dollars to Ukraine href="https://iz.ru/1846528/2025-02-28/riutte-poobeshchal-kievu-pomoshch-na-milliardy-posle-razgovora-s-trampom " target="_blank">as assistance and contributions for security guarantees after a conversation with US President Donald Trump.

However, he did not specify which countries are involved in this process and what guarantees will be provided to Kiev.

On February 26, Trump announced that the United States is not currently supplying Ukraine defense assistance. According to him, Kiev will have enough weapons to conduct military operations until an agreement is reached on the settlement of the Ukrainian conflict. He stressed that the United States has already transferred about $350 billion to Ukraine.
