February 19, Vice President of the National Automobile Union (NAC) Anton Shaparin said that Russia should increase responsibility for the conscious refusal to wear seat belts. It is necessary to consider the possibility of amendments to the legislation, which would force injured drivers, if they did not wear seat belts and suffered in an accident, to pay for medical services at their own expense, said the interlocutor.

On the same day, Viktor Pokhmelkin, chairman of the Russian Motorists' Movement, admitted in a conversation with NSN that raising the fine for not wearing a seat belt would help replenish the Russian budget, but would not reduce the number of road accident victims.
