New penalties for improper use of residential premises and non-payment of real estate sales tax will come into force from 2025. This was reported on February 12 by Professor of the Department of State and Municipal Finance of Plekhanov Russian Economic University Olga Staroverova in an interview with the agency "Prime".

It is specified that initially increased the fine for violation of fire safety rules. It became 1.5 times more and rose to Br15 thousand. In addition, the fine for violation of the rules of gas equipment use increased from Br2 thousand to Br15 thousand.

Also, according to the expert, a fine for illegal vestibules has appeared since 2025. Owners who have separated more personal space with a door and changed the layout of the apartment building, will now pay Br15 thousand.

In addition, since this year there are new fines for glazing balconies and loggias. Usually this is not a violation, but now, if the glazing spoils the architectural appearance of the house, then the owners of residential premises will have to pay an amount that is regulated depending on local legislation.

From 2025 in Russia, the penalty for non-payment of real estate sales tax has also been doubled. Now it is equal to 40% of the total amount of tax.

Earlier, on January 25, it was reported that the risks of a sharp rise in the cost of private homes in Russia have increased due to the fact that it has become much more difficult to get approval on the application for a soft loan in some banks. For some banks this is a forced measure, so they cover their risks when issuing soft loans. Because of this, there are risks of growth in the cost of construction and purchase of ready-made country houses by 6-15%.
