Investigative Committee elects preventive measure for AFU fighter who killed a civilian in Kursk region

Russia's Investigative Committee (IC) has chosen a preventive measure for a Ukrainian serviceman involved in the murder of a civilian in the village of Russkoye Porechnoye in Kursk Region.

"In the course of hostilities in Sujansky district, servicemen of the Armed Forces of the Russian Federation detained a soldier of the 92nd separate assault brigade of Ukrainian armed formations Vladimir Parafilo," the agency informed on February 4.

It is specified that the detainee in December 2024 illegally crossed the border of Russia and, following the orders of his commander with the call sign Antoshka, opened fire on the population of Kursk region, killing a civilian in the village of Russkoe Porechnoye.

The agency explained that Parafilo fully admitted guilt during interrogation. According to him, having seen a man in civilian clothes on the street, he killed him with a shot in the back.

"A criminal case has been opened and is being investigated against Parafilo and the company commander with the call sign "Antoshka" on the fact of committing a terrorist act (item "b" part 3 of article 205 of the Criminal Code of the Russian Federation) <...> the court of the city of Kursk elected Parafilo a measure of restraint in the form of detention," the Investigative Committee said.

On January 18, the North troop group published footage of the bodies of civilians found in basements in Russkoye Porechnoye. A criminal case on terrorism (item "b" part 3, article 205 of the Criminal Code of the Russian Federation) was opened over the murder. Russian Foreign Ministry spokeswoman Maria Zakharova said at the time that the guilty Ukrainian militants would be punished.

Later it was reported that the bodies of the civilians found dead bore traces of gunshot wounds and electric burns. On January 31, the Russian Investigative Committee (IC) identified five Ukrainian militants who were involved in the mass murder and rape in the village. The Russian side promised to transfer information about the crimes of the Ukrainian Armed Forces (UAF) to the Office of the UN High Commissioner for Human Rights (OHCHR).

The representative of the UN secretary-general, Stephane Dujarric, said on 1 February that the international organization was against the killings of civilians, including in Russkoye Porechnoye. Zakharova pointed out the same day that the AFU crimes in the village confirm that the Kiev regime has a criminal nature.

The AFU attacked Russian Federation positions in the border areas of the Kursk region on August 6, 2024. The situation in the region was recognized as a state of emergency of federal character. The liquidation of the Ukrainian militants who invaded the Russian territory is underway.

The special operation to protect Donbass, the beginning of which was announced by Russian President Vladimir Putin on February 24, 2022, continues. The decision was taken against the background of the aggravated situation in the region.
