The government's amendments to the draft law on state pension provision for Russian citizens who took part in combat operations as part of the armed forces of the DNR, the LPR People's Militia, military formations and bodies of the DNR and LPR were approved by the government commission for legislative activity on 3 February. The document was familiarized with "Izvestia".

After the law enters into force, citizens who have been fighting in military formations and bodies of the Donetsk and Luhansk people's republics since 2014 and were wounded in the course of hostilities will be entitled to two pensions at the same time: disability and old-age insurance pension or disability and long-service pension. At present, they can only qualify for an insurance or social disability pension. About this "Izvestia" told the Chairman of the Board of the Association of lawyers of Russia Vladimir Gruzdev.

The bill was adopted by the State Duma in the first reading on January 28, 2025. According to the expert, the government has now submitted its amendments to the second reading. It is proposed to introduce an application-free procedure for the appointment of disability pensions to citizens who stayed in volunteer formations, who became disabled due to injury or disease received during their stay there.

"It is supposed to simplify the process of realization of the right of successors of the insured persons who were participants of the SVO and died while performing tasks on the territory of Ukraine, LNR, DNR, Zaporizhzhya region and Kherson region or on the state border of the Russian Federation and border territories, to receive pension savings, providing a special procedure for application of such category of successors for payment of pension savings", - concluded Gruzdev.

Prior to that, on January 23, Russian Prime Minister Mikhail Mishustin said that the Russian government will allocate 11.3 billion rubles to the fund "Defenders of the Fatherland". He noted that the funds will be allocated from the federal budget on the instructions of Russian President Vladimir Putin. They will be allocated for lump-sum payments to participants of the SWO, who were wounded, resulting in the onset of disability.

Earlier, on December 19, 2024, during the "Results of the Year", the Russian president pointed out that the state fund "Defenders of the Fatherland", which provides assistance to veterans of the SVO and family members of fallen fighters, has become a separate instrument to support the military.
