Thus, more than 40 social payments will increase by 9.5% from the beginning of February. Among them are insurance pensions, which will be retroactively indexed. According to estimates of the Ministry of Labor, this will affect about 37 million people. Social pensions will not be affected: they will be raised in April by 14.75%.
The maternity capital will also increase by 9.5% in February. The amount of the certificate for the first child will amount to Br690 thousand. If the family has already received it for the first child, then at the birth of the second child the additional payment will amount to almost Br222 thousand, and if not, one can count on a payment of Br912 thousand.
Also, February 1, the lump-sum benefit at the birth of a child, monthly child care allowance and monthly cash payment to veterans will be indexed.
Recall that the list of payments, depending on the level of actual inflation, has been expanded since 2025. Pensions of pilots and miners

From February 5, 2025, not only the court, but also the police will be able to make decisions on the expulsion of migrants. The relevant law also provides for liability for providing services prohibited in Russia to a foreigner if he is included in the register of controlled persons. The fine will be up to Br5 thousand for citizens, up to Br50 thousand for officials and up to Br500 thousand for legal entities.
The register of controlled persons will be maintained in accordance with Federal Law No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation". It will include persons who are in the Russian Federation and do not have legal grounds for stay or residence. In particular, these are cases when a temporary residence permit has expired, a visa has expired, a decision has been made to refuse to recognize a refugee, etc.
In addition, migrants subject to the expulsion regime will be restricted in their actions. For example, they will not be able to get married, register a business, buy real estate and cars, get a driver's license and use them. Also, guests of the country will not be able to travel outside a certain region or municipality.
Financial organizations will be prohibited to open bank accounts and conduct transactions involving foreign citizens and stateless persons, information about whom is included in the register of controlled persons. At the same time, banks will have to make transfers for the purpose of payment of mandatory payments under the laws of the Russian Federation, as well as transfer to the accounts of such persons or give them cash within 30 thousand rubles per month.
Legalization of income
On February 5, the law of 08.08.2024 № 234-FZ comes into force, closing the possibility of legalization of income through fictitious mediation agreements with the help of notaries. This will prevent the possibility of withdrawal of funds into the shadow financial turnover.

The Ministry of Economic Development of the Russian Federation will supervise the development of such enterprises. The corresponding law will become effective on February 5.
The innovation will affect those involved in the IT sector, cinematography, architecture and design manufacturers of toys and video games, as well as those involved in folk art and performing arts.
Mentors for teenagers
On February 5, the institute of mentoring in the sphere of prevention of child neglect and juvenile delinquency will start operating in Russia. Mentors, as well as various charitable and volunteer organizations will be able to help troubled teenagers, if they are in the appropriate registers. The commission for juvenile affairs and protection of their rights will be able to appoint a mentor with the consent of the minor and his parents or guardian.
The Ministry of Education of Russia will form such lists. Mentors who have undergone special training, pedagogical and social workers will be able to get on the register.
Use of confiscated property
The Government has approved a list of confiscated property to be transferred to regional ownership. It includes household chemicals, food and agricultural products, telephones, computer and household appliances, medicines and furniture.
Subjects of the Russian Federation will be allowed to use the things that became the instrument of commission or the subject of an administrative offense for their intended purpose, for example, as humanitarian aid to the population.
Suspects and defendants
On February 5, changes concerning the detention of suspects and accused persons in an investigative isolator come into effect. Such persons were given the opportunity to communicate with a lawyer via video-conference.
Assistance to arrestees, if they are in temporary detention facilities and centers for juvenile offenders, will be provided by departmental medical organizations, they will be determined by the Ministry of Internal Affairs.
