Saldo said it was necessary to have conditions on Novorossiya in the agreement with Kiev

The conditions for the restoration of the destroyed infrastructure and good-neighborliness with Novorossiya should be included in the agreement with Ukraine. Kherson Region Governor Volodymyr Saldo told TASS on December 20.

"These conditions will be stipulated. [Otherwise] how will we restore those destructions and those evil actions that were made by the Kiev regime? We will still be neighbors, we will still be near each other. Nature cannot be divided," he said.

Saldo pointed out that the large number of speculations on the issue of the agreement with Kiev is explained by the many "players in the situation." He pointed to the words of Russian President Vladimir Putin, who claimed a constitutional justification for inclusion in Russian territory.

Earlier, on December 19, during the "Results of the Year", Vladimir Putin pointed to the importance of long-term peace with guarantees in the conflict in Ukraine. The Russian leader also pointed out that the truce allows the enemy to retrain its manpower and consolidate its positions.

At the same time, the president said that Russia was ready to conduct a dialog on Ukraine without preconditions, but on the basis of the Istanbul agreements and realities on the ground. Putin also indicated that the Russian side is ready to sign peace agreements with any legitimate authorities in Kiev, but noted that the current Ukrainian authorities are illegitimate.

The last round of talks took place in Istanbul on March 29, 2022. They lasted about three hours. Later, Kiev officially refused contacts with Moscow. On October 4 of the same year, the decision of the National Security and Defense Council of Ukraine on the impossibility of holding talks with Putin was put into effect.
